92-07 ADOPTION OF INVENTORY MAPS FOR PROTECTION OF NATURAL RESOURCES49 Resolution No. 92-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, TO PROTECT AND CONSERVE THE NATURAL RESOURCES AND CRITICAL AREAS OF THE ISLAND BY INVENTORY BY ADOPTING INVENTORY MAPS PREPARED BY THE COMPREHENSIVE PLAN ADVISORY COMMITTEE OF THE CRITICAL AREAS AND NATURAL RESOURCE LANDS WHEREAS, the identification and protection of natural resource areas and the protection of critical areas on the Island, as defined by the City's Environmentally Sensitive Areas Ordinance, adopted on FebruaFy 20th, 1992 , is deemed important by the City; and WHEREAS, the State Growth Management Act (GMA) enacted in 1990, requires the classification and designation of critical areas and natural resource lands; and WHEREAS, in order to classify and designate the critical areas and natural resource lands on the Island, it was necessary to conduct an inventory of these areas; and WHEREAS, the Comprehensive Plan Advisory Committee (CPAC) conducted an inventory of the critical areas and natural resource lands utilizing existing data, as well as additional information; and WHEREAS, the inventory maps prepared by CPAC were displayed for several weeks at the public library and CPAC held two town meetings on August 14 and 21, 1991 (after notice of the meeting was sent to over 300 individuals and 50 organizations and was placed in the newspaper), to provide the Island residents with an opportunity to comment on the maps; and WHEREAS, the inventory maps display the approximate location and extent of a portion of the critical areas and natural resource lands on the Island; and THE CITY OF BAINBRIDGE ISLAND, WASHINGTON HEREBY RESOLVES AS FOLLOWS: That the following inventory maps are adopted by the City to be utilized in any land use related decisions: Wetlands Inventory Map compiled by Sheldon & Associates Fish & Wildlife Habitat Map compiled by CPAC 5O 3. Federal Emergency Management Agency (FEMA) Maps of Bainbridge Island 4. Geologically Hazardous areas maps: Erosion Hazard and Landslide Hazard - the slope stability map prepared by Jerald Deeter in May, 1979, and contained in the Coastal Zone Atlas Maps Seismic Hazard - the Quaternary Geology & Stratigraphy Maps of Kitsap County prepared by Jerald Deeter in May, 1979, which are contained in the Coastal Zone Atlas Maps 5. Agricultural Lands map prepared by CPAC, with the prime agricultural soils overlay 6. The Forest Lands map prepared by CPAC 7. The Mineral Resource Lands map contained in the Kitsap County Ground Water Management Plan, dated April, 1991. 8. Aquifer Recharge Areas - the Recharge Potential and Aquifer Vulnerability Map (Exhibit II-14) of the Kitsap County Groundwater Management Plan, dated April, 1991.
