RESOLUTION 93-32
A resolution requesting the mayor to meet with
representatives of the Park District and School
District to discuss the possible joint development
of a goverment/municipal facility.
BACKGROUND
1. In order to provide efficient service to our
residents, and appropriate office space and working
environment for City employees, the City Council has
determined that the City of Bainbridge Island needs a new
City Hall facility.
2. City Council members and the Mayor have studied and
considered the City Hall issue since mid-1992. The Council
has determined that the Council should make a decision on
the site for a new City Hall in December 1993. That
decision will be to either choose a final -site for the new
City Hall, or to schedule an advisory election on the issue
in February 1994.
3. Design and construction of the new City Hall will
occur at a later date, to be determined based on facility
needs, funding availability, and other considerations.
4. The City has conducted several public hearings and
other meetings to hear public comments about City Hall needs
and site considerations. Citizen comments have included
requests that the City work with other local governments in
planning for new facilities, including consideration of
joint use of public property and facilities, so as to
achieve the most efficient possibleuseof taxpayer funds.
5. The City is in the process of developing a new
Comprehensive Plan, as mandated by the Washington Growth
Management Act. The.Act requires that the Comprehensive
Plan address the capital facilities needs of the various
branches of local government, specifically including needs
of school and park districts. These needs may include
administrative offices, meeting rooms, or other facilities
which might efficiently be coordinated with facilities of
other governments. The Act encourages local governments to
coordinate their long-term planning.
6. City staff, with the cooperation of representatives
of other local governments and citizen advisory groups, has
prepared a draft Comprehensive Plan, and the City Planning
Commission is now beginning its review of that plan. The
City Council has requested input related to City Hall
location from the Planning Commission, based on their
discussions of the draft Comprehensive Plan.
7. The City Council has expressed its desire to
further examine the merits of, and obtain additional factual
information about, possible City Hall sites. This
additional information may appropriately include information
about possible needs of other local governments, and about
the ways in which various sites might accommodate those
needs..
8. The Council expects to finance the new City Hall by
issuing councilmanic bonds. The Mayor and city staff, and
the Council Finance & Personnel Committee, are working to
develop a plan for financing the major capital projects of
the City, including City Hall. However, the City Council
also wishes to further investigate possible financing
mechanisms and cooperative arrangements so as to provide for
the most efficient use of taxpayer funds.
ACTION
IT IS THEREFORE RESOLVED:
1. The City Council wishes to know the views of the
Bainbridge Island School District and the Bainbridge Island
Park & Recreation District.concerning the possible joint
development of a government/municipal facility.
2. The City Council wishes to know whether the Capital
Facilities Plans of the Bainbridge Island School District
and Park District contain elements that could appropriately
and economically be provided through cooperative efforts of
the City and the district involved.
3. Since the City Council anticipates making a
decision on a City Hall site by December, 1993, the Council
wishes to hear comments about School District and Park
District views and plans before then. The Council
understands that these views and plans would be preliminary
in nature, and that final decisions on capital facilities
would require extensive further discussion.
4. The Council therefore requests the Mayor to meet
with representatives of the School District and Park
District to discuss the possible joint development of a
government/municipal facility and the extent to which those
districts' Capital Facilities Plans contain elements that
could appropriately and economically be provided through
cooperative efforts between the City and the district.
S. The Council requests that its City Hall Committee
be available, as needed, to meet with the Mayor or with
representatives of the School District and Park District to
discuss these issues.
6. The Council asks the Mayor to report back in
November, 1993, regarding the results of those meetings.
