A RESOLUTION of the City of Bainbridge Island, Washington,
approving a single source equipment acquisition and waiving bid
requirements.
WHEREAS, BIMC 3.72.040 requires the Council approve any single source
equipment acquisition and the waiving of the bidding requirements.
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DOES RESOLVE AS FOLLOWS:
Section 1. Public Works has determined the replacement of the
existing Tiger Mower is necessary at this time as
maintenance is becoming more frequent and more
costly.
Section 2. The Tiger Mower is clearly limited to a single
source supplier within the near vicinity.
Section 3. The needs of the City are best served by trading
the City's existing Tiger Mower for a similar
mower, for efficient utilization by operator and
maintenance personnel, and for commonality of
parts inventory.
The formal purchasing requirements are waived for
this equipment acquisition.

Mower Purchase
In the 1994 proposed capital equipment budget for Public Works the
existing Tiger Rotary Mowers were identified as requiring
replacement. The mowers see continual use from April through
September for roadside vegetation management. They have performed
the job, but have three deficiencies of note:
1. The cab is not enclosed. The operator is continually
victim to missile hazards and the elements which distract his
attention from operating the machine.
2. The tractor does not have a "creeper" gear. To
compensate, the operator will ride the clutch thereby requiring
frequent and costly repairs.
3. The rotary mowing head is difficult to control. The
operator is constantly having to manipulate the head position in
relation to the ground in order to get the proper cut.
After considerable research, we have concluded that the noted
deficiencies may be resolved by the latest model of the Tiger Mower
for the following reasons:
a. The model is equipped with an enclosed cab with
exceptional visibility.
b. The model is equipped with a transmission that
supplies a "creeper" gear that will eliminate the need to "ride the
clutch."
c. The model is equipped with a cutting head that has an
adjustable height setting that minimizes the amount of adjustment
during operation.
Sahlberg Equipment Inc., Seattle, WA has quoted to supply a
demonstration model (approximately 80 hours) for $42,220. They
have also agreed to value the City's existing mowers at $18,500 a
piece. If accepted, they will be able to supply the mower
immediately.
CONCLUSION. Based on the information presented, it is recommended
that the City purchase the proposed mower at a total of:

Sub-Total 23,720.00
WSST @ 8.2% 1,945.04
TOTAL $25,665.04

Funds are available from the 1994 Capital Equipment Budget
sacrificing the replacement backhoe line item for this year.
Formal bidding requirements may be waived in accordance with BIMC
3.72.040 as this purchase is legitimately limited to a single
source of supply for the following reasons:
(1) Consistency in required replacement parts
inventory.
(2) Consistency in local parts distributor, and
service represenatives.
(3) Operator familiarity.
(4) Consistency in preventive maintenence intervals.
(5) Supplier will accept trade-in of existing model.
(6) In stock model will facilitate rapid delivery
for immediate use this year.
