RES 94-18 APPROVAL AND ADOPTION OF FACILITY RENTAL GUIDELINES FOR BAINBRIDGE ISLAND COMMONRESOLUTION NO. 9 4 - 18 A RESOLUTION of the City of Bainbridge Island, Washington, approving and adopting facility rental guidelines for the Bainbridge Island Commons. WHEREAS, the Bainbridge Island Commons, a City-owned community facility, houses a multi-purpose room, meeting rooms, the Bainbridge Island Senior Community Center, and the Bremerton-Kitsap County Health District Clinic; and WHEREAS, the City Council has determined that it is in the best interests of the City to make the facilities in the Bainbridge Island Commons available for rental by the public in accordance with the Facility Rental Guidelines attached as Exhibit A; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, AS FOLLOWS: Section I. The City Council approves and adopts the Facility Rental Guidelines attached hereto as Exhibit A and incorporated herein by this reference. Section 2. Both the Senior Center and the Health District operate under a revised or new lease with the City. Copies of the lease agreements are filed with the City Clerk. PURPOSE: To clarify the City's commitment to community usage of the facility. POLICY: The City is committed to ensuring'that the Commons may be enjoyed by the entire community. This usage includes non-profit organizations as well as private groups. SCFFEDULING: Reservations: Scheduling will be coordinated by City staff. It is required that requests for the multi-purpose room be made sixty (60) days in advance of the anticipated event. Requests may be made by calling City Hall at 842-2545. Upon confirmation of the request, a rental agreement must be completed. Each month's schedule will then be posted at City Hall and the Commons. Unscheduled Time: By the first of each month, the next month's schedule will be forwarded to the Director of the Senior Center. The Senior Center may then utilize any unscheduled times. The Senior Center is welcome to make special event reservations in advance of this timeline as weB. NOTE: The City reserves the multi-purpose room every Thursday night beginning at 4:30 p.m. Additionally, in the event of extenuating circnmstances, the City and the Rotary Club of Bahbridge Island reserve the fight to pre-empt any meeting or activity. Preference will also be given to the original contributors to the Commons. RENTAL RATES: The two categories of rental rates are commercial/private and non-profit. A damage deposit of $200 is required with application for the multi-purpose room only. The deposit will be refunded, unless there are damages to the premises or any City property. The issuance of a refund check may take a minimum of four weeks. Additionally, a processing fee of $10 shall be withheld for any cancellation. RENTAL RULES: All groups must leave the facility in a satisfactory condition. Any event that is artended by any person under the age of eighteen years will require special permission from the City. The City will determine the number of chapcrones needed for such event and the applicant must provide the necessary chaperones for such event. Smoking is not allowed in the building. Liquor shall be allowed, if applicant obtains a permit or license from the State Liquor Control Board and permission from the City for any one event. Candles or any type of open flame are strictly forbidden. MAINTF~ANCE: The maintenance of the multi-purpose room will be provided by the City of Barnbridge Island - Public Works Department. The buildings for the Senior Center and the Health Clinic will be maintained by the respective parties in accordance with their leases. PARKING: The City will strictly enforce all parking regulations. VIOLATIONS OF ANY OF THE ABOVE REGULATIONS MAY PROHIBIT FUTURE USE OF THE CO~IMONS. RE~72iED APRI~ 21, 1994
