RES 94-11 INTERIM CITY HALL SITE AT COMMODORE MIDDLE SCHOOLRESOLUTION NO. 94-11 A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND FAVORING LOCATION OF AN INTERIM CITY HALL IN PRESENT COMMODORE MIDDLE SCHOOL AND AUTHORIZING THE PREPARATION OF A LEASE WITH THE BAINBRIDGE ISLAND SCHOOL DISTRICT Background 1. By Resolution 93-31 adopted August 18, 1993, the Bainbridge Island City Council determined that the City of Bainbridge Island ("City") needs a new City Hall facility, and established a procedure to select a site. 2. By Resolution 93-32 adopted September 2, 1993, the Bainbridge Island City Council requested that the Mayor and City Hall Committee meet with the Bainbridge Island School District ("School District") and Bainbridge Island Park & Recreation District ("Park District") to discuss the possible joint development of a government/municipal facility. 3. Thereafter, the City Hall Committee held meetings with the Park District and School District. The Park District advised the City that its administrative facilities were adequate, and therefore it was not prepared to participate with the City in a joint government/municipal complex. The School District advised the City that it would probably be moving all middle school children from the present Commodore Middle School into a new middle school on New Brooklyn Road beginning with the 1994-95 school year. Therefore, the present Commodore Middle School might be available for use by the City as a City Hall site. The School District also advised the City that it was tentatively planning to move its own administration offices into the administrative offices of the present Commodore Middle School. 4. The City Hall Committee, City administration, and representatives of the School District thereafter conducted many meetings to discuss the details of use of Commodore Middle School as a City Hall site. The concept that has been developed is as follows: a. The City would lease from the School District approximately one fifth of Commodore Middle School, consisting of the northeast wing, band room, chorus room, and possible the library, and the School District's Administration Buildings located between Commodore and Ordway Elementary School. b. The City would locate the police department and municipal court in the School District's Administration Buildings, all other departments in the Commodore northeast wing, and city council chambers in the Commodore band room. c. The City and School District would also jointly develop meeting rooms in the Commodore library for use by both governments. d. The City would construct the second phase of a parking lot planned by the School District in the field directly north of Commodore for use as a joint parking facility for the City and the School system. 5. The School District has advised the City that its school-age population projections lead them to conclude that the City could occupy the above-described portions of Commodore for at least seven years, and possibly longer. The School District advised that, by law, it must retain the ability to terminate any lease within a one year period in order to reclaim use of a scho ol facility; however, its projections made it highly unlikely that the School District would do so for many years. 6. The City retained an architect to prepare preliminary estimates to remodel the School District facilities for use by the City. The estimate for minimum improvements needed for an estimated life of at least seven years is approximately $855,000, including approximately $300,000 for paving the parking lot. This compares with earlier estimates of the cost to purchase land and construct a facility of in excess of $3,000,000, and the present $86,000 per year that the City pays in rent. 7. The City and School District have discussed numerous non-financial advantages of locating the City Hall in Commodore, especially in close proximity to the School District's administration in the same building, including joint use of meeting rooms and other facilities and improved communication and coordination between local governments. 8. There are many details that still must be discussed and resolved between the City and the School District before a lease can be finalized. The School District also intends to hold a public hearing on this issue. However, before continuing further discussions, the City Hall Committee and City administration recommend that the City Council adopt this resolution favoring the principle of locating City Hall in the present Commodore Middle School and the School District's Administration Buildings, and authorize the City staff to negotiate a draft lease. Action 9. The City Council agrees in principle to locate an interim City Hall in the present Commodore Middle School and the School District's Administration Buildings. 10. The City Council requests the City administration to continue discussions with the School District and to prepare a draft lease for Council consideration containing terms along the lines of those contained in paragraph 4 above. 11. The City Council authorizes the City administration to initiate application and design processes for the parking lot in order to take advantage of significant cost savings by joining the School District's bidding process. If a lease is not agreed to with the School District, the application and design processes will be terminated. 12. The City Council will hold a public hearing prior to the approval of any lease. Comments received at the public hearing and other information recorded will be considered in making a final decision. APPROVED by the Mayor this/C~ day of March, 1994.
