RESOLUTION NO. 2025-16
A RESOLUTION of the City of Bainbridge Island, Washington, updating certain Building, Planning and Services fees in the City’s Fee Schedule.
WHEREAS, the City of Bainbridge Island periodically updates the City’s Fee Schedule
including Building, Planning and Services fees to reflect City Council actions; and
WHEREAS, RCW 82.02.020 authorizes the collection of reasonable fees to cover the
costs to the City for such activities; and
WHEREAS, the City periodically conducts studies of rates, charges, and fees to ensure
they provide adequate revenue, comply with state law, and support the cost of services provided;
and
WHEREAS, in August 2024, the City engaged the services of FCS, a Bowman
company, to conduct a permit fee and operations financial analysis study, and to provide
recommendations and a final report on Building, Planning and Services fees; and
WHEREAS, at the City Council Study Session on July 15, 2025, City staff presented a
summary of the Development Fee Study, dated April 4, 2025, which included recommended revisions to the City’s Building, Planning and Services fees; and
WHEREAS, following Council discussion, staff indicated it would return with a fee
implementation plan for the revised fees; and
WHEREAS, City staff, following the findings of the FCS Group study, have
identified the need to increase Building, Planning and Services fees for the 2026-2028 period to
support the continued provision of services; and
WHEREAS, the City desires to update its Fee Schedule to reflect the proposed changes
to fees and charges.
. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. Section 8A, 8E, 8F, and Section 9 of the City’s Fee Schedule are hereby
amended as set forth in the attached Exhibit A.
Section 2. If any section, paragraph, sentence, clause, or phrase of this resolution
conflict with the terms of any prior ordinance or resolution, including terms related to fee or
charge adjustments, the terms of this resolution shall control.
Section 3. This resolution shall take effect and be in force January 1, 2026.

Residences including but not limited to apartment houses, condominiums and
mobile home courts are included in this category. Each dwelling unit shall
constitute one unit for the purposes of this rate schedule.

Commercial users including, but not limited to, retail sales, personal and

meter shall constitute one unit for the purposes of this rate schedule.

Any users other than those in Categories 1, 2, 3 and 5. Each water meter shall
constitute one unit for the purposes of this rate schedule. Ordinance 98-24
provides that there shall be no new connections in this category after October 1,
1998.
