RES 96-46 APPROVAL OF SINGLE SOURCE ACQUISITION AND WAIVING BID REQUIREMENTSRESOLUTION NO. 96-46 A RESOLUTION of the City of Bainbridge Island, Washington, approving a single source acquisition and waiving bid requirements. WHEREAS, BIMC 3.72.040 requires the Council approve any single source equipment acquisition and the waiving of the bidding requirements, and WHEREAS, the Public Works Department, in their continual quest for safer and more cost- effective equipment and processes, has discovered a Chlorine Injection System that will replace the costlier and more hazardous purchasing of hazardous liquid chlorine. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS: Section 1. The Council has determined the proposed Chlorine Injection System be most cost-effective and safer than present processes. Section 2. The Chlorine Injection System should be purchased from TMG Services, Inc. as a single source due to their unique and valuable services, in addition to their reasonable proposal and quality equipment. J RE: Chlorine Injection System Replaceme t As you are aware, because of safety concerns, we removed all of the gaseous chlorine injection systems within the City -owned water utility. We replaced them with liquid sodium hypochlorite (12.5% chlorine) injection systems that are much safer to operate and are less harmful to the surrounding environment should a spill occur. The hazardous caustic effects of the chlorine are still present, however. We have been introduced to an affordable way to make sodium hypochlorite that is being distributed by Chemical Services Company, San Jose, CA. The Chlor-TecTm System is a simple modular equipment package for the on-site production of sodium hypochlorite. Once installed, the system utilizes 3.5 pounds of salt (NaCl), 2.5 kWh of electricity and 15 gallons of water to produce the equivalent of one pound of chlorine. Because it produces a dilute (0.8%) sodium hypochlorite solution, it is no longer caustic and is much less hazardous for the operators to handle. We have visited North Perry Water District, Bremerton, WA, who has been favorably impressed with their Chlor-TecTm System installed on one of their wells for the last six months. We propose to install a total of three systems, one system at each of the high production well fields, Head of the Bay, Sands Avenue and Fletcher Bay. The systems are only locally available from TMG Services, Inc., Maple Valley, WA. Each system would cost $24,724 plus shipping for a total of $74,472. At this cost, if you amortize the initial cost of the equipment over its useful life, the system will pay for itself within about three years. A cost comparison has been attached with the proposal from TMG Services, Inc. I recommend that we purchase and install the Chlor-TecTM Systems, as proposed. The requirement for formal bidding may be waived in accordance with BIMC 3.72.040 because of the single source of supply limitation. If the wells at Fletcher Bay and Sands Ave. are shown to require more than these units can supply, then they can be up -graded to B -20s at that time. This will keep your initial capital cost down this winter. The up -grade only takes 30 minuets and the cost at that time should be no more than it is now (provided there are no price increases). The recommended storage tank and metering pump are sized to handle the up -grade if/when required- The equired The proposed system for each of the three sites consist of the following: 1 Clor-TecTM B-13 System $20,300.00 Installation included 125 Gallon Storage Tank $400.00 1 ProMinent Sigma Pump with controller and 90 VDC motor $2,150.00 Total per Site $22,850.00 Mr. Jeff Waite Clor-Tec Proposal 10/18/96 page 2 Freight and tax (if applicable) will be added to the above amount. I would not expect the freight to be in excess of $300 for all the units. Also, if the City would like to take advantage of the fault signal, wiring and connection boxes would have to be provided Provided with the system is startup, and personnel training.
