RES 96-36 FUNDING FOR 800 MHZ RADIO/MICROWAVE NETWORK, 911 DISPATCH FACILITY, MOBILERESOLUTION NO. 96-36 A RESOLUTION of the City of Bainbridge Island, Washington, supporting the placement of a countywide excess levy measure on the Primary Election Ballot to secure funding for an 800 MHz Radio and Microwave Network, Mobile Computer Terminal system and construction of a 9-1-1 Dispatch Facility. WHEREAS, the City of Bainbridge Island is a member organization of the consolidated 9-1-1 Emergency and Public Dispatch Center know as Kitsap County Central Communications (CENCOM); and WHEREAS, CENCOM dispatches all calls to the Police Department of the City of Bainbridge Island; and WHEREAS, the CENCOM Policy Board has determined it is imperative to the safety and well being of the citizens of Kitsap County to implement a countywide 800 MHz Radio and Microwave network and Mobile Computer Terminal system for public safety and government operations; and WHEREAS, the Policy Board further determined the need to replace the existing consolidated dispatch facility which is functionally obsolete, inadequate in size, does not meet current building codes, and is at risk of substantial damage and or collapse during an earthquake when its function would be most needed; and WHEREAS, the cost to the City for the services of CENCOM is currently $124,321 per year and the cost of maintaining a separate, independent dispatch service would range from a minimum of $327,000 to $835,689 for a staff of 18, plus the cost of purchasing, installing and maintaining equipment; and WHEREAS, it is in the interest of maintaining an affordable property tax rate for the citizens of Bainbridge Island as well as assuring them of prompt responses to calls for help, now THEREFORE BE IT RESOLVED that the City of Bainbridge Island supports the placement of a countywide excess levy measure on the September 17, 1996, Primary Election Ballot to secure funding in the amount of $18,400,000 for the 800 Mhz Radio and Microwave Network, Mobile Computer Terminal System, and construction of a 9-1-1 Dispatch Facility. However, the City is concerned that the existing method of funding Cencom operations is based in part on property values, and that the combined funding for Cencom operations and capital costs will consequently be based too heavily on property values. The City, therefore, urges that future funding of Cencom operations be based in a larger part on usage rather than on property values. PASSED by the City Council this 15th day of August, 1996.
