RES 96-22 NAMING AN UNNAMED STREAM (#0341) IN FLETCHER BAY WATERSHEDRESOLUTION 96-22
A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON NAMING
STREAM #0341 IN THE FLETCHER BAY WATERSHED AND REQUESTING THE
WASHINGTON STATE DEPARTMENT OF NATURAL RESOURCES INITIATE THE
PROCESS WITH THE WASHINGTON STATE BOARD ON GEOGRAPHIC NAMES TO
OFFICIALLY NAME THIS PREVIOUSLY UNNAMED STREAM.
WHEREAS, the Bainbridge Island Land Trust is a non-profit 501 (c) (3) corporation
of the State of Washington engaged in conservation, preservation and increasing public
awareness of the waters, wetlands, wildlife habitat, timberlands, undeveloped land, scenic areas,
open spaces, recreational and agricultural lands on Bainbridge Island; and
WHEREAS, stream #0341 in the Fletcher Bay Watershed running from the Grand Forest
to Fletcher Bay is of biological significance to the Island; and
WHEREAS, the Bainbridge Island Land Trust is actively pursing conservation easements
along this stream to protect and preserve it forever as a wildlife corridor; and
WHEREAS, the Bainbridge Island Land Trust has received conservation easements along
this stream from two generations of Island residents; and
WHEREAS, this stream is located in an area of the Island first pioneered by many
Japanese immigrants in the early 1910's to 1920's and is therefore of historical and cultural
significance to the descendants of these Japanese families and to the Island community as a
whole; and
WHEREAS, the pioneer Japanese families cleared the land by hand and farmed the area
with crops of berries, small fruits, produce and nursery plants; and
WHEREAS, this stream furnished trout, salmon, crawfish and watercress for food for
these families; and
WHEREAS, the naming and protection of this stream will recognize and honor the
history and value this stream has to the Island;
NOW, THEREFORE BE IT RESOLVED, that the City of Bainbridge Island recognizes
the name of the stream #0341 as ISSEI CREEK (Issei, Japanese word for first generation),
and requests the Department of Natural Resources officially name and publish the previously
known stream #0341 as ISSEI CREEK.
BE IT FURTHER RESOLVED, that the City of Bainbridge Island cooperate with and support
efforts to provide signage at the public road crossings of ISSEI CREEK, as appropriate to
identify and honor its name and significance.

Dear Mayor West:
We have previously discussed efforts by the Land Trust to secure
permanent protection of the creek flowing out of the Grand Forest into
Fletcher Bay, and honoring it with a name of local historical and
cultural significance.
Issei Creek, now in common usage among islanders and our local press,
needs to be formally named by the State.
Toward that end, we have prepared a Resolution that we wish the
City Council to consider and by affirming would greatly strengthen our
application to the State.
It is my hope that you will assist us in our efforts to give this creek a
proper name, and provide an appropriate reminder of the contributions
our Japanese -American Islanders made to our community. I propose we
coordinate efforts so that we can be sure that representatives of the
Land Trust, and our Japanese -American Community, can be present at a
City Council vote.
