RES 99-04 KITSAP COUNTY CORRECTIONAL FACILITYRESOLUTION NO. 99-04 A RESOLUTION IN SUPPORT OF THE PROPOSITION PROVIDING FOR THE EXPANSION OF THE KITSAP COUNTY CORRECTIONAL FACILITY AND OPERATION AND MAINTENANCE OF THE ADULT CORRECTIONAL FACILITY AND THE JUVENILE JUSTICE FACILITY. WHEREAS, the Kitsap County Law and Justice Advisory Council has reviewed the existing conditions at the Kitsap County adult correctional facility: and WHEREAS, the existing adult correctional facility has the capacity of 200 beds, but the average daily population for 1998 was 256 inmates: and WHEREAS, it is estimated that more than 400 jail beds will be required per day by the year 20 10 to house the individuals incarcerated or waiting to be incarcerated in the criminal justice system in Kitsap County; and WHEREAS, a study commissioned by the Sheriff' s Office has been conducted reviewing options that the County may consider in order to handle the future increase in inmate population for the Kitsap County Correctional Facility; and WHEREAS, an additional $858,564 in personnel cost would be required to operate an off- campus facility as compared with an on-site location to provide the existing level of service. Over a thirty year period, by expanding the existing correctional facility rather than utilizing an off-campus location, the County will realize an estimated savings of $25,759,620 in personnel related costs; and WHEREAS, after reviewing the construction costs, the operation and maintenance costs, and the pros and cons of the different options, the study recommends that a new facility be constructed on the Court House Campus as an expansion of the existing correctional facility; and WHEREAS, proceeds generated by the sales and use tax will also be used to ensure that the juvenile detention facility is opened and operated at full capacity; and WHEREAS, it is projected that a one-tenth of one percent sales and use tax in Kitsap County will generate $2,000,000 a year; WHEREAS, a sales and use tax lessens the burden on property owners in the County by transferring the costs associated with the measure to the County population as a whole, as well as to the transient population purchasing goods within the County; and WHEREAS, it is essential to the public welfare and safety of the residents of the County to have correctional facilities that can accommodate the increasing needs of the law and justice community; and WI-IEREAS, Bainbridge Island depends upon adequate County jail facilities to support its municipal justice system; and NOW THEREFORE, be it resolved by the Bainbridge Island City Council as follows: Section 1. The Bainbridge Island City Council recognizes the need for an expansion of the Kitsap County Correctional Facility; and Section 2. The Bainbridge Island City Council supports the proposition calling for a sales and use tax to provide for the expansion of the Kitsap County jail and operation of the juvenile detention facility: and Section 3. The Bainbhdge Island City Council urges the citizens of Kitsap County to support this necessary improvement in our community by voting for the proposition.
