RES 98-38 ESTABLISHMENT OF DEBT POLICIESRESOLUTION No. 98-38
A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON ESTABLISHING DEBT POLICIES.
WHEREAS, policies governing the use of debt have been included in the 1997 and 1998
Budgets but have never been separately voted on by the City Council, and
WHEREAS, the City Council now wishes to explicitly approve policies setting limits on
the use of debt by the City; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DOES RESOLVE AS FOLLOWS:
The City shall follow the following policies in its use of debt:
( 1 ) The outstanding debt obligations of the City will not exceed 7 5% of statuto.ry
limits:
(2) The City will use long-term borrowing only for the financing of capital
improvements which cannot be funded from current revenues;
(3) The City will not use long-term debt to fund current operations;
(4) The term of long-term debt will not exceed the estimated useful life of the
capital assets being financed;
(5) To the extent possible, the City will use interfund loans (e.g. borrowing from
the utility fund to pay for L.I.D. construction) rather than external debt
instruments (e.g. bank loans) for short-term cash flow needs whenever use of
such loans results in a financial advantage to the City. Interfund loans shall
always pay interest from the receiving fund to the lending fund and shall be
accounted for as quasi-external transactions;
(6) The City shall maintain adequate cash reserves to pay for all City expenditures
without needing to resort to short-term borrowing from external sources;
(7) The City shall maintain adequate cash balances to pay all bonds, notes,
contracts, and other debt instruments promptly when due, in accordance with
the terms of the instruments; and
(8) Because the City' s financial stature is important, payment of all debt
instruments which bear the City's name shall be given priority.
