Resolution No. 2025-13 Rejecting All Bids Eagle Harbor Wyatt Way (Approved 061725)Page 1 of 2 RESOLUTION NO. 2025-13 A RESOLUTION of the City of Bainbridge Island, Washington, rejecting all bids for the Eagle Harbor Drive Safety Improvements & Wyatt Way Bicycle and Pedestrian Safety Improvements Project and authorizing a rebid. WHEREAS, the City advertised for the construction of the Eagle Harbor Drive Safety Improvements & Wyatt Way Bicycle and Pedestrian Safety Improvements Project for which bids were opened on June 4, 2025, and WHEREAS, one bid was received for $2,627,515.72, and WHEREAS, upon review of the bid tabulation, two errors in the contractor’s bid summary were discovered in the bidder’s favor totaling $30,940.48, resulting in the contractor’s Disadvantaged Business Enterprise (DBE) Utilization Certification amount also being incorrectly calculated; and WHEREAS, the Washington State Department of Transportation (WSDOT) Local Programs Office first determined that the DBE calculation was not a significant issue in determining the responsiveness of the bid, but later determined with input from WSDOT headquarters that the bid would need to be determined unresponsive; and WHEREAS, in accordance with the project specifications, the City shall reject all bids and re-publish the call for bids. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS: Section 1. The City rejects any and all Eagle Harbor Drive Safety Improvements & Wyatt Way Bicycle and Pedestrian Safety Improvements Project bids. Section 2. The City Council authorizes the Public Works Department to readvertise the Eagle Harbor Drive Safety Improvements & Wyatt Way Bicycle and Pedestrian Safety Improvements Project.
