RES 2005-13 ROLES/RESPONSIBILTIES OF THE NM ADVISORY COMMITTEERESOLUTION NO. 2005-13
A RESOLUTION of the City Council of Bainbridge Island, Washington,
defining the roles and responsibilities of the Non -motorized Transportation
Advisory Committee and expanding the Committee's membership.
WHEREAS, the City of Bainbridge Island has adopted a Non -motorized
Transportation Plan (Ordinance 2002-09) as part of the Transportation Element of the
Comprehensive Plan; and
WHEREAS, the Non -motorized Transportation Plan calls for the establishment
of a Citizen Advisory Board, appointed by the Mayor, to advocate for and ensure
implementation of the Plan; and
WHEREAS, on December 11, 2002 the City Council passed Resolution 2002-49
establishing the 2003 Non -motorized Transportation Advisory Committee; and
WHEREAS, the City Council desires to clearly define the scope of work for the
Non -motorized Transportation Advisory Committee and increase the number of
committee members to effectively implement the Non -motorized Transportation Plan,
THEREFORE, BE IT RESOLVED:
Section 1. The Non -motorized Transportation Advisory Committee shall consist
of nine (9) members.
Section 2. Each member of the Non -motorized Transportation Advisory
Committee will be appointed by the Mayor to a two-year term. Committee members may
be reappointed for one additional two-year term. Appointments are subject to Council
confirmation.
Section 3. The current terms of the five existing members of the Non -motorized
Transportation Advisory Committee shall expire on December 31, 2005. Existing
committee members may be appointed to one additional two-year term.
Section 4. Appropriate staff support will be assigned the responsibility of
supporting and participating in the committee in order to facilitate communications and
increase it's effectiveness.
Section 5. The Non -motorized Transportation Advisory Committee shall meet at
least once every two months.
Section 6. The primary goal of the Non -motorized Transportation Advisory
Committee is to advocate for, and ensure implementation of, the Non -motorized
Transportation Plan.
Section 7. Coordination efforts by the committee will include, but not be limited
to: (1) review of proposed non -motorized projects, including receiving and incorporating
input from the public; (2) project review for system connectivity and use standards; and
(3) providing general guidance and recommendations to the City Council, Planning
Commission and city staff regarding non -motorized facilities.
Section 8. The Non -motorized Transportation Advisory Committee will assist in
the implementation of the Non -motorized Transportation Plan (NMTP) by reviewing
project priorities as outlined in the NMTP (Table 5-1) and the City's Capital Facilities
Plan and by providing advice and suggestions on those priority projects to the Public
Works Department and to the City Council's Capital Facilities Committee.
Section 9. As established in the NMTP, the Non -motorized Transportation
Advisory Committee will solicit public comment on the proposed design concepts for
established routes whose components were not fixed in the Plan and will provide the
Public Works Department with the input received. The Committee will act as liaison to
City staff for public comment on the design and construction of proposed non -motorized
facilities. At the time that the Public Works Department identifies a non -motorized
facilities project, the Non -motorized Advisory Committee will encourage neighborhood
residents, facility users and the larger community to become involved in the design
process.
Section 10. In September of each year, the Non -motorized Transportation
Advisory Committee will present an annual report to the City Council on the
Committee's activities and an update on the progress made implementing the Non -
motorized Transportation Plan.
Section 11. This resolution supersedes Resolution 2002-49.
