RES 2005-06 EXPENDITURES OVER $100,000RESOLUTION NO 2005-06
A RESOLUTION of the City of Bainbridge Island, Washington, requiring a
public meeting of the City Council to provide the opportunity to inform the public
and to provide for public comment before the City enters into any agreement that
will affect more than $100,000 worth of city assets, liabilities, revenues or
expenditures.
WHEREAS, the City Council desires that any agreements the City enters into that affect
substantial assets, liabilities, revenues or expenditures be subject to an open and transparent
process where the public is made aware of the important features of the agreement as well as the
full financial impacts to the City; and
WHEREAS, the City Council wishes to be fully informed prior to approving such agreements;
and
WHEREAS, the City Council seeks to have all conflicts of interest disclosed prior to entering
into such agreements; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL, as follows:
Prior to entering an agreement that will affect more than $100,000 worth of City
assets, liabilities, revenues or expenditures, there shall be a public meeting of the
City Council to consider the matter.
At the public meeting, time will be provided to afford an opportunity for public
comment.
The decision to approve the agreement shall not be placed on the Consent
Agenda.
At the public meeting, the parties to the agreement shall be identified along with
any actual or potential conflicts of interest.
At the public meeting, all material information regarding the proposed agreement
that may be discussed in a public meeting and the full financial impacts of the
proposed agreement to the City shall be disclosed.
The City Department, staff or elected official seeking approval of the agreement
shall request advice from any relevant advisory board, committee or commission
prior to presenting the agreement to the City Council.
