ORD 51-12 ACQUSITION, CONSTRCTION AND INSTALLATION OF WATER SUPPLYOBT HF 7-27-51 8 ORDINANCE N0. / ~/ AN ORDINANCE of the Town of Winslew, Washington, specifying and adopting a plan for the acquisition, construction and installation of a water supply and distribution system for the town, declaring the estimated cost thereof, pro- viding for the submission of a proposition for the adoption of said plan and the issuance of general obligation bonds in the sum of $30,000 and of water revenue bonds in the sum of $100,000 to pay the cost thereof to the qualified electors of the town for their ratification o~ rejection at a s~ecial election to be held on ~ ~.I~~/~/~ , 1951 and declaring an emergency. WHEREAS, the Town of Winslow does not own or operate a water supply ~d distribution system for the purpose of supplying the town and its inhabitants with an adequate supply of water; and WHEREAS, it is deemed for the best interests of the town and its inhabitants that it acquire, construct and install a water supply and distribution system and, to provide the funds necessary therefor, that it issue its general obligation bonds in the sum of $30,000 and it~ water revenue bonds in the sum of $100,000; and WHEREAS, the laws of the State of Washington require that the question of whether or not the town ~hall acquire, construct and install ~id water supply and distribution system and issue general obligation and water revenue bonds to pay the cost thereof must be submitted to the qualified electors of the town for their ratification or rejection; NOW, TMEREFORE, BE IT O~DAINED by the Council of the Town of Winslow, Washington, as follows: Section 1. The following described plan for acquiring, construct- ing and installing a complete water supply and distribution system for the Town of Winslow is hereby proposed, specified and adopted, to wit: A. To secure an adequate source of water supply, two or more deep wells located within or close to the town limits at points where test~ shall indicate that water ef satisfactory quality and quantity iS available shall be drilled, and adequate pumps be installed to pump such water from said wells. B. The construction of an elevated storage tank or tower of approximately 60,000 gallons capacity located near the north end of Erickson Street in the Southwest Quarter of the Northwest Quarter of Section 26, Township 25 North, Range 2 East W. Fire hydrants in the locations within the town which will be most advantageous to secure adequate fire protection shall be installed, the exact location of such hydrants to be hereafter specifically set forth in the plans and specifications of the town engineer. E. All valves, fittings, electrical controls, pressure regulators and sterilizing units as may be necessary for a complete operating water system shall be constructed and installed. The council retains the right to make any necessary changes or additions to the foregoing comprehensive plan where such changes do not materially alter the plan herein adopted. Said town shall also acquire all property, easements, rights-of-way and water rights which may be found necessary to carry out said plan. All engineering, legal and other costs incidental to the acquisition, construction and installation of such water supply and distribution system ~nd the issuance and sale of the general obligation and revenue bonds which are to be sold to pay the cost of acquiring, constructing and in- stalling such water supply and distribution system shall be paid from the proceeds of the sale of the bonds hereinafter provided for. Section 2. The estimated cost of acquiring, constructing and in- stalling said system and paying all charges incidental thereto is hereby declared to be, as near as may be, the sum of $130,000, which shall be provided by the issuance and sale of general obligation and water revenue bonds as hereinafter provided. Section ~. The town does hereby propose and adopt as an integral ~art of the plan for the construction and installation of said water supply and distribution system and paying all charges incidental thereto that it issue and sell its general obligation bonds in the principal sum of $30,000, said bonds to bear interest at a rate not to exceed .~. % per annum and to mature in from 2 to 15 years from date in such amounts as will, as nearly as practicable, together with the interest thereon, be met by equal annual tax levies for the payment of the principal and interest thereof, both principal and interest of said general obligation bonds to be payable by annual tax levies to be made upon all the taxable property within the town without limitation as to rate or amount; and ~sue and sell its water revenue bonds in the principal sum of $100,000, said revenue bonds to bear interest at a rate not to exceed ~ % per annum and to mature serially in not to exceed~~ years from date of issue. The exact date, form, terms and m~_turities of said general obligation and water revenue bonds shall be as hereafter fixed by ordinance. Section 4. It is hereby found and declared that an emergency exists requiring the calling of a special election to be held on ~'~ ~ ~ ~ , 1951, for the submission to the qualified electors of~the town of the following proposition: PROPOSITION Shall the Town of Winslow, Washington, acquire, construct and install a complete water supply and dis- tribution system, including the drilling of wells and the installation of distribution pipes, together with all rights-of-way, water rights and appurtenances to said system, and, in order to pay the cost thereof, issue and sell its general obligation bonds in the principal sum of $~,000, to bear interest at a rate of not to exceed % per annum, to mature in from 2 to 15 years from date of issue, the principal and interest thereof to be paid by annual tax levies to be made without limitation as to rate or amount, and its water revenue bonds in the principal sum of $100,000, to bear interest at a rate of not to exceed ~". % per annum, to mature in not to exceed ~-" years from date, all as more spe- cifically oV~ded in Ordinance No. ~ .., passed and appro ~I~ ~JD , 19517 ~" AGAINST SAID PROPOSITION'.. . ./. '/ Said Town of Winslow comprises one election precinct, and the official polling place for such precinct is hereby fixed as the Eagle Harbor Congregational Church. The Town Clerk is hereby authori~.ed and directed to appoint the election officials, and to give notice of such election in the manner and form provided by the statutes. Said polling place shall be open from 8 o'clock a. m. to 8 o'clock m., Daylight Saving Time. Section 5. This ordinance is declared to be one necessary for the immediate preservation of the health and safety of the people of the Town of Winslow, Washington. An emergency is hereby declared to exist, and this ordinance is hereby declared to be in full force and effect from and after its passage, approval and publication or posting as provided by law.
