ORDINANCE NO. 77-2
AN ORDINANCE Of the City of Winslow, Washington,
specifying and adopting a system or plan of addi-
tions to and betterments and extensions of the
waterworks utility of the City, including the
sanitary sewage disposal system as a part thereof;
declaring the estimated cost thereof, as nearly as
may be; authorizing the issuance and sale of water
and sewer revenue bonds in the principal sum of
approximately $1,600,000 par value, to be paid by
revenues of the utility and by assessments to be
levied in one or more utility local improvement
districts authorized to be created to provide the
funds necessary to carry out such system or plan;
creating a "Water and Sewer Construction Fund,
1977"; and authorizing the issuance of interest-
bearing warrants drawn upon the "Water and Sewer
Construction Fund, 1977," pending the sale of
such bonds.
WHEREAS, the City of Winslow has heretofore combined its
sanitary sewage disposal system and its municipal system pursuant to
law and such combined systems, including all additions thereto and
betterments and extensions thereof at any time made, shall hereinafter
be referred to as the waterworks utility of the City; and
WHEREAS, subject to compliance with the State Environmental
Policy Act, the City Council has determined it to be in the best in-
terest of the City that the improvements specified in this ordinance
be constructed and installed; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN, as follows:
Section 1. The City Council hereby specifies and adopts a
system or plan of additions to and betterments and extensions of the
waterworks utility of the City, consisting of the sewerage improve-
ments described in Exhibit A attached hereto and by this reference
made a part hereof.
The City may modify, change, add to or delete from the details
of the foregoing system or plan if such modifications do not substan-
tially alter the purpose of that system or plan.
All of the foregoing shall be in accordance with the plans
and specifications therefor prepared by the City Engineer and Roats
Engineering, consulting engineers to the City.
Section 2o The life of the foregoing additions, betterments
and extensions is hereby declared to be at least 30 years.
Section 3. The estimated cost of the acquisition, construction
and installation of the above-described additions to and betterments
and extensions of the waterworks utility of the City is hereby declared
to be, as nearly as may be, $3,590,000, such estimated cost to be met
and defrayed from the proceeds received from federal and state grants
and the issuance and sale of water and sewer revenue bonds of the City
in the amount of approximately $1,600,000, the issuance of which is
hereby authorized.
The bonds shall be issued at such times and in such amounts
or series as the City Council shall hereafter determine and shall con-
tain such covenants and interest rates as the City Council shall
hereafter approve. The bonds shall be payable from the gross revenues
received from water furnished and sanitary sewage disposal service and
from the receipt of assessments levied and assessed against properties
specially benefited by the improvements included in one or more utility
local improvement districts hereby authorized to be created. Such
assessments shall be for the sole purpose of payment into a special
revenue bond redemption fund hereafter to be created in the office of
the City Clerk-Treasurer for the payment of the revenue bonds herein
authorized to be issued.
Section 4. The entire cost and expense of the improvements,
less the proceeds of grants received by the City for such purposes,
shall be borne by and assessed against the properties specially bene-
fited by the improvements to be included in the utility local improvement

districts to be established embracing, as near as may be, all the
properties specially benefited by the improvements described with
respect to such districts. In accordance with the provisions of
RCW 35.44.047, the City may use any method or combination of methods
to compute assessments which may be determined to reflect fairly the
special benefits to the properties being assessed.
Section 5. There is created and established in the office
of the City Clerk-Treasurer a special fund to be known as the "Water
and Sewer Construction Fund, 1977." The proceeds received from grants
and the sale of the water and sewer revenue bonds herein authorized
to be issued shall be deposited in that construction fund and shall
be used for the sole purpose of paying the cost of carrying out the
additions to and betterments and extensions of the waterworks utility
of the City as herein authorized and of paying the costs and expenses
connected therewith. Pending the sale of such water and sewer revenue
bonds, the City may issue interest-bearing warrants drawn upon that
construction fund to be paid out of the proceeds of the grants and
the sale of the bonds and from any other money available to the City
to finance the improvements which the City Council orders to be de-
posited in that fund.
PASSED by the City Council and APPROVED by the Mayor of the
City of Winslow, Washington, at an open public regular meeting thereof
on January 17, 1977.

The new sewage treatment plant is located easterly of Eagle Place
N.E. and lies between Hawley Way N.E. and Donald Way N.E. The
facilities is a 0.5 MGD plant, extended aeration secondary type with
effluent pumps to the out fall line.
