ORD 83-04 REGULATION OF STOPPING AND PARKING OF VEHICLES WITHIN CITY LIMITSORDINANCE NO. 83 - 04 AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON, AMENDING ORDINANCE NO. 82-12, PROVIDING FOR THE REGULATION OF STOPPING AND PARKING OF VEHICLES WITIIIN THE CITY OF WINSLOW AND SETTING RATES FOR MONTHLY PARKING ON THE CITY STREET NEAR THE WASHINGTON STATE FERRY TERMINAL AND SETTING RATES AD]D PARKI~]G REGULATION FOR MOD]TIILY PARKING ON BRIEN AND BJUNE DRIVE. TItE CITY COUNCIL OF THE CITY OF WINSLOW, WASHISIGTON, DO ORDAIN AS FOLLOWS: SECTION I. Section I. h. of Ordinance No. 82-12 is hereby amended to read as follows: h. In areas designated "No Parking" 4:30 P.M. - 6:00 P.M. no vehicles shall be parked during the period 4:30 P.M. to 6:00 P.M. SECTION II. Section I.j. of Ordinance No. 82-12 is hereby amended to read as follows: j. in areas in which parking fee collection boxes have been installed, no vehicle shall be parked during the hours for which parking fees are charged unless there has been deposited in the applicable parking fee collection box, in the appropriate slot, in United States currency, or parking token issued by the City, the appropriate parking fee as designated in this Ordinance. For purposes of vehicles parked on City street near the Washington State Ferry Terminal, the parking fee collection boxes shall be located at the foot of the hill and shall be deemed the applicable parking fee collection box. For purposes of those vehicles parked in the Municipal Parking Lot, the parked fee collection box located at the southern end of the parking lot shall be deemed the applicable parking fee collection box. For purposes of those vehicles parked on Bjune and Brien Drives, the parking fee collection box located at the east intersection of Bjune Drive and Brien Drive~ shall be deemed to be the applicable Oarking fee collection box. Failure to comply with this regulation shall constitute "Overtime Parking". SECTION III. Section II.1. of Ordinance No. 82-12 is hereby amended to read as follows: 1. D]o vehicle shall stop, stand or park in such a manner as to impede traffic. Impede traffic shall be defined as the stopping, standing or parking of a vehicle in such a manner as to interfere with, obstruct or stop the lawful passage of pedestrians or other vehicles. Failure to comply with this regulation shall constitute "Impeding Traffic". OF, IDIN~il]CE NO. 83 - 04 PAGE TWO SECTION IV. Section V. is hereby amended to read as follows: V. Parking Fees. a. The following parking fees shall apply to parking within the designated areas of the City of Winslow during the times set forth below. Fees and Hours Applicable to Parking in the Numbered Parking Spaces Near the Washington State Ferry Terminal Spaces 501-541: (1) 6:00 A.M. - 9:00 A.M. - Limited to "Carpool" designated automobiles parking during these hours in their assigned spaces. Carpool automobiles may park all day Monday through Friday for the sum of $35.00 each two calendar month period (not to be pro-rated). (2) 9:00 A.M. - 6:00 P.M. - Available to all automobiles. $2.00 per vehicle per incident of parking per day. Spaces 542-629 and 669-685: (1) 6:00 A.M. - 6:00 P.M. (2) $2.00 per vehicle per incident of parking per day. Spaces 630-668: (1) 6:00 A.M. - 4:30 P.M. (2) Commuter pick-up zone 4:30 P.M. - 6:30 P.M. (3) $2.00 per vehicle per incident of parking per day. All Spaces: (1) 6:00 A.M. - 9:00 A.M. - Limited to "Monthly" designated automobiles parking during these hours. Automobiles displaying current, valid monthly permits may park all day Monday through Saturday for the sum of $30.00 for each calendar month (not to be pro-rated). (2) 9:00 A.M. - 6:00 P.M. - Available to all automobiles. $1.00 per vehicle per incident of parking per day. Fees and Hours Applicable to Monthly Parking in the Numbered Spaces on Brien and Bjune Drives. All Spaces: (1) 6:00 A.M. - 9:00 A.M. - Limited to "Monthly" designated automobiles parking during these hours. Automobiles displaying current, valid monthly parking permits may park all day Monday through Saturday for the sum of $20.00 for each calendar month (not to be pro-rated). (2) 9:00 A.M. - 6:00 P.M. 0 Available to all automobiles. b. No Hourly Rates - The fee of $1.00/$2.00 per vehicle per incident of parking per day is a flat rate. No provision is made for hourly rates. c. Parking Tokens - $1.00 parking tokens shall be issued by the City in lots of 10 tokens minimum. Tokens shall be sold at City Hall for a 10% discount at the rate of $0.90 per token. Tokens shall be nonrefundable. d. IndCident of Parking Defined - Incident of Parking means the single act of parking a single automobile in a single space within the parking area. SECTION V. Effect of Amendment. All other provisions of OrdiRance 82-12 remains in full force and effect. SECTION VI. Severability. Should any provisions of this Ordinance be held invalid the remaining portions of this Ordinance shall continue in full force and effect. SECTION VII. Effective Date. This Ordinance shall be in full force and effect five (5) days after posting in the manner provided by law. Clerk/Treasurer SEAL ORDINANCE NO. 83-04A AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON, CREATING AN EXPENDABLE TRUST FUND TO RECEIVE DONATIONS FOR THE PURPOSE OF PLANNING AND CONSTRUC- TION OF A SENIOR ACTIVITY CENTER. The City Council of the City of Winslow do ordain as follows: SECTION 1. FUND ESTABLISHED There shall be established an expendable trust fund to receive donations for the purpose of planning and construction of a senior activity center. SECTION 2.
