ORDINANCE NO.
86-20
AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON,
RELATING TO PARKING RATES IN CITY PARKING LOTS,
AMENDING ORDINANCE NO. 83-04 PERTAINING TO PARKING
RATES AND REPEALING ORDINANCE NO. 84-06 WHICH
PROVIDED FOR MONTHLY PARKING BY EMPLOYEES OF
DOWNTOWN BUSINESSES.
WHEREAS, the City Council has determined it is in the
best interest of the citizens of Winslow to encourage carpooling
and to more effectively use the present land set aside for
parking, and
WHEREAS, on August 18, 1986, the City Council discussed
a proposal from the Finance Committee to raise parking fees in
City-owned parking lots in order to encourage carpooling, and
WHEREAS, the City Council also considered the lack of
space available for parking and the desire to control the spread
of parking in the downtown area, and
WHEREAS, it has been determined that the parking spaces
which have been reserved for monthly parking by employees of
downtown businesses have not been used and do not appear to be
needed, and
WHEREAS, by raising the rate for non-carpool parking
spaces, carpooling will be encouraged and more parking spaces
will be available within the City, now, therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Ordinance No. 84-06 passed by the City
Council April 5, 1984, which established reserved parking spaces
for monthly parking by employees of downtown businesses is hereby
repealed.
Section 2. Section IV Subsection V(a) of Ordinance No.
83-04, passed by the City Council on March 3, 1983, which pertains
to rates charged for City parking lots is hereby amended to read
as follows:
V. Parking Fees.
a. The following parking fees shall apply to
parking within the designated areas of the City of
Winslow during the times set forth below:
Fees and Hours Applicable to Parking in the
Numbered Parking Spaces Near the Washington State
Ferry Terminal
Spaces 501-555
(1) 6:00 A.M. - 9:00 A.M. - Limited to "Carpool"
designated automobiles parking during these hours
in their assigned spaces. Carpool automobiles may
park all day Monday through Saturday for the sum
of $35.00 each two calendar month period (not to
be pro-rated).
(2) 9:00 A.M. - 6:00 P.M. - Available to all
automobiles. $3.00 per vehicle per incident of
parking per day.
Spaces 556-629 and 669-685:
(1) 6:00 A.M - 6:00 P.M.
(2) $3.00 per vehicle per incident of parking per
day.
Spaces 630-668:
(1) 6:00 A.M. - 4:30 P.M.
(2) Commuter pick-up zone 4:30 P.M. - 6:30 P.M.
(3) $3.00 per vehicle per incident of parking per
day.
Fees and Hours Applicable to Parking in the Civic
Center Parking Lot Adjoining the Winslow City Hall
Spaces 1-36:
(1) 6:00 A.M. - 9:00 A.M. - Limited to "Monthly"
designated automobiles parking during these hours.
Automobiles displaying currenL, valid monthly
permits may park all day Monday through Saturday
for the sum of $40.00 each calendar month period
(not to be pro-rated).
(2) 9:00 A.M. - 6:00 P.M. - Available to all
automobiles. $1.00 per vehicle per incident of
parking per day.
Fees and Hours Applicable to Monthly Parking in
the Numbered Spaces on Brien and Bjune Drives
Spaces 271-324
(1) 6:00 A.M. - 9:00 A.M. - Limited to "Monthly"
designated automobiles parking during these hours.
Automobiles displaying current, valid monthly
parking permits may park all day Monday through
Saturday for the sum of $35.00 for each calendar
month (not to be pro-rated).
(2) 9:00 A.M. - 6:00 P.M. - Available to all
automobiles. $1.00 per vehicle per incident of
parking per day.

Section 3. All other provisions of Ordinance No. 83-04
remain in full force and effect.
Section 4. If any section, sentence, clause or phrase
of this ordinance should be held to be invalid or unconstitu-
tional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitu-
tionality of any other section, sentence, clause or phrase of
this ordinance.
Section 5. This ordinance or a summary thereof con-
sisting of the title shall be published in the official newspaper
of the City, and shall take effect and be in full force five (5)
days after the date of publication.
