ORD 91-10 ELECTIONS AND CITY COUNCIL POSITIONSORDINANCE NO. 91-10
AN ORDINANCE of the City of Winslow, Washington,
relating to elections and City Council positions;
increasing the number of City Council positions
from five to seven; establishing the terms of two
new City Council positions; dividing the City
into wards for purposes of holding elections and
electing officers; assigning current
Councilmembers to wards; amending Section
2.08.010 of the Winslow Municipal Code; and
declaring an emergency.
WHEREAS, on November 6, 1990, the voters of the
unincorporated territory of Bainbridge Island approved the
annexation of that territory to the City of Winslow; and
WHEREAS, the annexation became effective at 12:01 a.m. on
February 28, 1991; and
WHEREAS, prior to the annexation vote, the City Council
recommended that the City be divided into wards pursuant to
RCW 35A.12.180; and
WHEREAS, the City Council finds that dividing the City into
wards for purposes of holding elections and electing officers
is in the best interests of the City and its citizens; and
WHEREAS, the City Council has determined the boundaries of
the wards so that the representation in each ward is in
proportion to the population as nearly as is practicable; and
WHEREAS, by Resolution No. 91-06, the City Council has
appointed two persons to serve in newly created City Council
position numbers 6 and 7 pursuant to RCW 35A.12.010; and
WHEREAS, the City Council desires to establish the terms of
office for City Council position numbers 6 and 7; now, therefore
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The City of Winslow is divided into three
wards, which shall be known as the North Ward, the Central Ward
and the South Ward. The boundaries of each ward shall be as
provided in this ordinance.

Section 2. The North Ward shall consist of voting
precincts 330, 332, 335, 340 and 345 as they existed on
February 28, 1991, which generally is that territory within the
City limits lying north of a line extending along Koura Road
from Manzanita Bay to Rolling Bay.
Section 3. The South Ward shall consist of voting
precincts 310, 312, 314, 317 and 325 as they existed on
February 28, 1991, which generally is that territory within the
City limits lying south of a line extending from Port Orchard
Bay along High School Road to Weaver Avenue, lying west of a
line extending from High School Road along Weaver Avenue to
Wyatt Way, lying north of a line extending from Weaver Avenue
along Wyatt Way to the western terminus of Wyatt Way, and lying
west of a line extending from the western terminus of Wyatt Way
to the centerline of Eagle Harbor.
Section 4. The Central Ward shall consist of voting
precincts 301, 302, 303, 315, 320, 328 and 333 as they existed
on February 28, 1991, which generally is that territory within
the City limits lying between the North Ward and the South
Ward.
Section 5. The North Ward and the South Ward shall each be
represented on the City Council by two councilmembers, and the
Central Ward shall be represented on the City Council by three
councilmembers. City Council position numbers 1, 4 and 5 shall
be assigned to the Central Ward; City Council position numbers
2 and 7 shall be assigned to the North Ward; and City Council
position Numbers 3 and 6 shall be assigned to the South Ward.
Councilmembers residing in the Central Ward on the effective
date of this ordinance and assigned to one of the other two
wards may serve out their unexpired terms in the ward to which
they are assigned.
Section 6. A councilmember must reside in the ward for
which that councilmember is elected on the date of election.
Removal of a councilmember's residence from the ward for which
the councilmember was elected renders the office vacant;
provided, that a change in the boundaries of the wards shall
not affect the term of any councilmember, and the councilmember
shall be allowed to serve out the term of office in the ward of
the councilmember's residence at the time of election.
Section 7. At the primary election for councilmembers,
qualified voters shall vote only for City Council positions in
the ward of their residence. At the general election for
councilmembers, qualified voters residing in the City shall
vote for all City Council positions.

Section 8. Representation of each ward in the City Council
shall be in proportion to the population as nearly as is
practicable. On the publication of the results of a federal
census, the City shall review the federal census to determine
whether the representation of each ward in the City Council is
in proportion to the population as nearly as is practicable.
If the results of the federal census require that the
boundaries of the wards be changed, the City Council shall
change the boundaries of the wards not less than 90 days before
the primary election preceding the next general municipal
election.
Section 9. City Council position Number 7 shall be elected
for a two-year term at the general municipal election to be
held in November, 1991, and City Council position Number 6
shall be elected for a four-year term at the general municipal
election to be held in November, 1991.
Section 10. Section 2.08.010 of the Winslow Municipal Code
is amended as follows:
The City having been duly established and
recorded with the Secretary of State of the state as a
noncharter code city with mayor -council form of
government, the elective officers shall consist of a
mayor and ((five)) seven council members, each of whom
shall have been a registered voter and resident of the
City for a period of at least one year preceding their
election.
Section 11. This ordinance, adopted by a majority plus one
of the membership of the City Council, is a public emergency
ordinance necessary for the protection of public health,
safety, property and peace, and shall take effect and be in
force immediately upon its passage.
