ORD 91-32 SEGREGATE FUNDS FOR GRANTSORDINANCE No. 91 - AA AN ORDINANCE OF THE CITY OF WINSLOW ESTABLISHING A FUND TO SEGREGATE THE ACCOUNTING FOR GRANTS AND TO BETTER MANAGE AND CONTROL THE USE OF GRANTS RECEIVED BY THE CITY OF WINSLOW WHEREAS, on December 16, 1990, the City Council adopted the budget for 1991 by Ordinance 90-32; and on March 14, 1991, Ordinance 90-32 was amended by Ordinance 91-32 in order to make provision for the additional revenues and expenditures resulting from the annexation of all of Bainbridge Island; WHEREAS, those ordinances did not foresee or incorporate the receipt of signifcant grant monies by the City of Winslow, Washington; and WHEREAS, receipt of those grants requires that Winslow separately account for the receipt and expenditure of those grant monies in a manner that is more rigorous than that previously used by the City of Winslow in its normal accounting, now, therefore, THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO ORDAIN AS FOLLOWS : SECTION 1. There shall be established a Grant Fund to receive all grants from other public bodies and to provide segregated accounting and control for expenditure of monies as directed by the terms of the applicable grants. SECTION 2. All resources and uses of funds now present in the Current E transferred into the Grant Fund. An initial budget for the Grant Fund as set forth on Exhibit A is attached hereto. SECTION 3. The City's Finance Director is hereby authorized and directed to make the necessary and appropriate changes to the 1991 Budget as authorized by this ordinance. A copy of this ordinance shall be transmitted to the Division of Municipal Corporations in the Office of the State Auditor and to the Association of Washington Cities. SECTION 3. Any acts made consistent with the authority and prior to the effective date of this ordinance are ratified and confirmed. SECTION 4. This ordinance shall take effect and be in force five days from and after its passage, approval, publication and posting as required by law.
