91-04 ESTABLISHMENT OF OFFICIAL TRANSPORTATION POLICY FOR CITY OF WINSLOWRESOLUTION NO. 91-04 A RESOLUTION WHICH WILL ESTABLISH AN OFFICIAL TRANSPORTATION POLIICY FOR THE CITY OF WINSLOW ON BAINBRIDGE ISLAND: WHEREAS, the City Council has met several times to review the reommendations made by its Transportation Committee; and WHEREAS, the City Council has reached agreement regarding those issues which will be included in the official transportation policy statement; now, therefore, THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON DOES RESOLVE AS FOLLOWS: Section !: Additional passenger and vehicle ferry service is encouraged on all existing routes with primary emphasis in Bremerton, Kingston, and Southworth as a means of reducing traffic congestion in Winslow. Section %: Creation of new vehicle and passenger ferry service is encouraged from Seattle to other new Kitsap County destinations. Section 3: Private enterprise ventures are encouraged for marine transportation service. Section 4: If additional ferries are proposed for the Winslow run, it will be City policy to require acceptable mitigation of traffic and parking impacts which are acceptable to the community. The City will provide local leadership and solicit connnunity input in determining the appropriate mitigation measures. Section 5: The Washington State Ferry System is encouraged to provide incentives for carpool users. Section 6: The City opposes any new bridges to gainbridge Island. The city would only support an expansion of the Agate Pass Bridge if a broad cross section of the community supports the concept. Section 7: Kitsap Transit planners are encouraged to serve both on and off Island users and to meet ferry commuter demand with buses Which pick up commuters close to their point of origin. Section 8: The City encourages continued and expanded use of park and ride lots of appropriate size to serve the Bainbridge Island community. Section 9'. Creation and use of van pools through City parking policies is encouraged. Section 10: Kitsap Transit is encouraged to create scheduled, reliable bus routes on Bainbridge Island to serve the needs of commuters and to create mini-bus service to meet the needs of senior citizens and other user groups who are without vehicles. Section 11: Parking spaces for residential and commercial uses shall reflect expressed community desires found in the Bainbridge Island Sub-Area Plan and the City of Winslow Comprehensive Plan. Section 1_!2: Commuter parking in the Central Business District is discouraged. Section 13: New Brooklyn Road shall be assessed as an alternative route to the south and west portions of the Island. Section 14: Traffic patterns that protect residential neighborhoods are to be encouraged. Section 15: Assess economic, neighborhood and transportation impacts of multi-level parking lots within the existing commuter parking zone. Section 16: The creation and use of more pedestrian, equestrian, and bicycle corridors is encouraged. Section 17: Assess signalization improvements which may be needed to improve the flow of traffic and to improve pedestrian safety. 1991.
