91-30 IMPROVED PUBLIC ACCESS TO PORT MADISON WITH SPARGUR LOOP ROAD END VACATIONRESOLUTION NO. 91-30 A RESOLUTION of the City of Winslow, Washington, implementing a plan to provide improved public access to Port Madison in conjunction with the vacation of the Spargur Loop Road End. WHEREAS, the Spargur Loop Road End (Road End) is located east of real property owned by the Seattle Yacht Club, west of a lot owned by Priscilla Cohen (Cohen Lot), south of the tidelands of Port Madison and north of the paved portion of Spargur Loop Road; and WHEREAS, the City intends to purchase the western 70 feet of the Cohen Lot for use as a passive park; and WHEREAS, purchase of such portion of the Cohen Lot will occur only upon vacation of the Road End; now, therefore, THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DOES RESOLVE AS FOLLOWS: Section 1. Pursuant to RCW 35.79.035(1)(c), the City Council adopts and implements the following plan for providing improved public access to Port Madison from the Spargur Loop Road area of the City: 1. Purchase the western 70 feet of the Cohen Lot. 2. Establish such purchased property as a passive park. 3. Vacate the Spargur Loop Road End. Section 2. The City Council finds that the plan set forth in Section 1, provides improved public access to the same shoreline to which the Road End abuts. 1991.
