A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON RELATING TO THE IMPOSITION OF VARIOUS
FEES AND CHARGES AND AMENDING THE BAINBRIDGE
ISLAND FEE SCHEDULE.
WHEREAS, Ordinance 88-16 established a procedure for the periodic review and setting of fees, charges and bonding
requirements by the passage of a resolution of the City Council; and
WHEREAS, the major changes in the City's fees and charges for land use development actions made during the fall of
1999 need some refinement while a reworking of right of way fees is needed; and
WHEREAS, the City Council has determined that a review of its fees and fee structure was needed and towards that end
the Finance and Personnel Committee of the City Council has been working and taking public comment; now, therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DOES RESOLVE AS FOLLOWS:

9. BUILDING & PLANNING FEES

The charges in this section are in addition to any applicable charges in other sections.
For applications covered by the hourly rate, a deposit equal to twenty hours' charge shall be collected
before the application is accepted for all applications except boundary line adjustments, conditional use
permits, and two -lot short -plats, in which case a deposit equal to ten hours' charge shall be collected or
site visits and consultation in which case a deposit equal to two hours' charge shall be collected. Any
unspent amount from such a deposit shall be refunded to the applicant within 60 days from the final action
on the application. Amounts paid for applications prior to November 1, 1999, shall be treated as deposits
against the subsequent rates with the provision that refunds of amounts paid prior to November 1, 1999
shall not be made unless the requested permit is withdrawn by the applicant prior to any significant work
being done on it .
(Credits for payment before November 1, 1999 do not apply to Engineering Fees).

CATEGORY 1 (SINGLE FAMILY -SFR) monthly service fee less a discount per month/unit
The monthly service has been set at $7.00 per month less a discount to bring the total to
$3.07 per month during 2000 and rising to $4.00 per month as of January 1, 2001.
The monthly service fee for each SFR and each duplex residential dwelling provided that
the ratio of impervious to previous surface on the lot shall not exceed 50 %. If the ratio
exceeds 50%, the COMM/MFR rate shall apply.
"Impervious Area" means any part of any parcel of land that has been modified by the
action of persons to reduce the land's natural ability to absorb and hold rainfall. This
includes areas that have been cleared, graded, paved or compacted. Excluded,
however, are all lawns, agricultural areas, and landscaped areas.

Annual Fee $500.00
Processing Fee (includes one inspection per cut or use) 50.00
Available only to utility companies: (1) that fully comply with all City Engineering
standards for road restoration using CDF for perpendicular
cuts and full lane repaving for all others, and (2) guarantee restoration
of any failure at no cost to the City within 20 years of the last day of
work at the site in question or the date of the next pavement overlay of the
restoration in question, whichever occurs first, and (3) secured by a bond payable to
the City.

Partial Blockage (after 72 hours in any 90 day period.
Fees apply for blockage during the period of 6:00 AM to 7:00 PM)
