RES 2006-40 CREATION OF AD HOC WSF COMMRESOLUTION 2006-40
A RESOLUTION of the City of Bainbridge Island, Washington, expressing the policy
guidance and directives of the City Council on several matters relating to Washington
State Ferries and Washington State Department of Transportation.
WHEREAS, Resolution 2006-20 of the City of Bainbridge Island (COBI) created
an Ad Hoc WSF Committee of the City Council ("Ad HocWSF Committee") to work
closely with the Mayor ("Mayor"), to participate in discussions of issues and exploration
of options with Washington State Ferries ("WSF") and Washington State Department of
Transportation ("WSDOT") on behalf of the City of Bainbridge Island; and
WHEREAS, the Ad Hoc WSF Committee and the Mayor held a series of five
working meetings with the management team of WSF during the Spring of 2006 in an
attempt to develop a more cooperative relationship between COBI and WSF on a wide
range of matters, and COBI subsequently received a letter from WSF stating that in its
view, "we are at an impasse"; and
WHEREAS, in a letter dated June 28, 2006 ("June 28 Letter") to the leadership
of WSF and jointly signed by the Mayor and the Ad Hoc WSF Committee in which they
encapsulated their collective understanding of what had been agreed to in those meetings
about the way COBI and WSF would collaborate and present proposals that had been
discussed in those meetings for dealing with several areas of concern; and
WHEREAS, the leadership of WSF and its parent organization, WSDOT, sent a
letter dated July 25, 2006 ("July 25 Letter"), addressed to the Mayor and the City Council
that did not respond to the understandings or proposals put forth in the June 28 Letter and
simply restated positions that WSF had taken before any of those five meetings; and
WHEREAS, the Ad Hoc WSF Committee and the Mayor will jointly develop a
response to the July 25 Letter dated September 28, 2006 ("September 28 Letter")
reiterating COBI's desire to develop a more cooperative relationship with WSF to deal
with all aspects and impacts of WSF's (and WSDOT's) operations and projects on
Bainbridge Island, and inviting WSF to respond to the understandings and proposals
presented in the June 28 Letter; and
WHEREAS, the WSF Long -Range Plan has potentially significant and long-term
impacts on COBI's interests, and as a member of the Kitsap Regional Coordinating
Council (KRCC), COBI contributed to comments that were filed by KRCC on WSF's
Long -Range Plan, ("WSF Long -Range Plan"), and
WHEREAS, it is in the best interests of COBI to file its own comments on the
WSF Long -Range Plan to deal with matters of special interest to COBI so that COBI's
concerns are addressed as the WSF Long -Range Plan is further developed, the Ad Hoc
WSF Committee filed comments to meet the required deadline of July 31, 2006; and
WHEREAS, COBI has started a "Ferry/Gateway District Urban Design Study"
addressing COBI-owned plus privately owned parcels in the ferry terminal area, which
runs in parallel with WSF projects that address the Passenger Terminal and additional
parcels owned by WSF in that same area and intends to "mesh" these projects by
"touching base" with WSF along the way; and
WHEREAS, COBI wishes to keep the community informed of its ongoing efforts
to cooperate with the WSF (and WSDOT) on matters of mutual interest around WSF (and
WSDOT) projects;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, as follows:
The approach as described in the June 28 Letter is affirmed as the manner in which
COBI shall seek to work with WSF (and WSDOT) on all aspects and impacts of their
projects and operations in COBI.
2. The July 25 Letter from WSF did not address the understanding and proposals that
were put forth in the June 28 Letter.
3. The September 28 Letter will respond to the July 25 Letter by inviting WSF (and
WSDOT) to engage in a dialog with COBI that reflects the understanding and
proposals put forth in the June 28 Letter.
4. The comments filed by the Ad Hoc WSF Committee on the WSF Long -Range Plan
serve an important purpose by establishing COBI's standing to comment further as that
plan is developed, and are adopted as substantially representing the views of LOBI.
5. COBI shall continue to encourage WSF to participate in "joint planning" for the entire
ferry/gateway district, as set out in a conceptual way in the June 28 Letter.
6. COBI shall, within 30 days of this Resolution, include on its web site a section
presenting COBI's views and policies, as approved by the City Council, in its dealings
with WSF (and WSDOT).
