A RESOLL~ION APPROVING THE SUBSTANTIAL DEVFLOPMENT
PERMIT AND PROVIDING FOR FINDINGS OF FACT AND
~NCLUBIONS OF LAW.
P~EREAS, the City of Winslow Shoreline Management Master Program sets
forth a procedure for obtaining a substantial Development Permit when
the Planning Agency does not receive a formal public hearing; and
WHEREAS, on July 8, 1982, the Planning Agency, at a regular meeting,
reviewed and reconm~nded the Gregg Magnuson Application for a Shoreline
Substantial Development Permit for a float and two dolphins, U. S.
Army Corps of Engineers Reference #071-OYB-1-007840; and
WHEREAS, on September 2, 1982 at a regular City Council meeting, the
City Council reviewed the recommendation of the Assistant City Engineer
and the recc~Lu'L~ndations of the Planning Agency;
NOW THEPEFORE, be it resolved by the City Council of the City of Winslow
as follg~s:
Findings of Fact I
~he instant property is located 455 feet South East of the
intersection of Parfitt Way and Madison Avenue South, within
Eagle Harbor.

~ne proposal is to develop a float and two 3-pile dolphins
for con~rcial tugboat moorage. The development will extend out
to approximately 10 feet beyond the pier head line; and is 8 fe~t
from the property line of the adjacent tidelands.

No dredging is proposed for the developrent and there will
be no upland developFont.
IV
The application for a Substantial Developrent Permit was
advertised as required by the Winslew Shoreline Management Master
Program on June 30 and July 7, 1982. An environm~=ntal checklist
was filed by the applicant.

No oonr~_nts were received by the Planning Agency nor
were any written con~'~ents received by the City regarding
the proposed develotm~nt.
FROM these Findings, the City Council comes to these
CONCLUSIONS OF LAW I
The proposal is within the spirit and intent of the City
of Winslow Shoreline Management Master Program.
The proposal complies with all applicable regulations in
the Urban Environment and all regulations for piers and floats.

The activity is consistent with the underlying zoning for
the subject area.
APPROVAL
Therefore, the City Council of the City of Winslow hereby
approves the application for a Shore] ine Substantial Development
Permit for the develcpment of a float and t%o 3-pile dolFhins to
be constructed as shown in the drawing which is attached hereto and
made part of this Resolution.
