A RESOLUTION PRIORITIZING IMPI~OVEMENTS FOR CITY
STREETS AND ADOPTING PORTIONS OF ~HE ENTRANCO
CIREIIATION STUDY.
WHEREAS, the City of Winslc~ undertook a traffic and circulation study
which specifically studied streets leading to and from the Washington
State Ferry Terminal; AND
WHEREAS, this study reviews the current traffic and circulation patterns,
provides a forecast for future traffic and circulation patterns, aDx]
makes rec~mu~_ndations for various policies and inprovements; AND
WHEREAS, some of the rec~,tendations were determined by the City Council
to be appropriate for adoption at this time and would be implemented
as funds allc~; AND
WHEREAS, other recommendations were determined by the City Council not
te be appropriate for adoption at this time;
NOW %~{EREFORE, BE IT RESOLVED THAT THE CITY OF WINSLOW SHAI.L ENDEAVOR
TO, WITHIN THE LI~,IITS OF AVAILABLE FUNDS:
1. At the intersection of SR 305 and Winslow way
a. Install phased signal lights on SR 305 for left turns in both
directions.
b. Attempt to obtain financial assistance from the Washington
State Deparhrent of Transportation.
c. Earmark funds collected from the one fourth of one percent real
estate excise tax for improvement "l.a" above.
2. At the intersection of SR 305 and High School Road
a. Install phase signal lights' on SR 305 left turns in both directions.
b. ODnstruct a clearly defined right turn lane on westbound High
School Road.
c. Earmark funds collected from the one fourth of one percent real
estate excise tax for improvement "2.a" above.
3. Ferncliff Avenue - Winslew Way to High School Road
a. Pave overlay entire roadway
b. Close strcm drain on the west and construct a gravel
walking path on top.
c. Require construction of "b" above as part of on-site inprovements
of any n~ltiple family residences, PUDs, subdivisions or short plats.

4. Madison Avnue - Wyatt Way to Winslow Way
a. Construct sidewalks or pedstrian walkways on both sides.
b. Attempt to interest property owners in an LID to construct
a above.
5. High School ~oad - SR 305 to Weaver RDad
a. Rehabilitate High School t~oad to include: Grading, covered storm
drains, and pave overlay.
b. Construct sid6~alks on both sides and a bike path on one side.
c. Tne above improvements are to be on a 50' right of way.
6. Intersection of Olympic Drive and Harbor View Drive
a. Improve visibility of the crosswalk by striping it and by
installing a warning sign.
b. Request assistance from the Washington State Department of
Transportation in making these improvements.
7. Ol!Eapic Drive - SR 305 to Ferry Dock
a. Provide safe pedestrian walkways on the east side from the ferry
terminal to the existing sidewalk.
b. Request assistance from the Washington State Department of
Transportation in making the improvement.
8. Wyatt Way - SR 305 interchange should not be ocnstructed at this time.
9. The intersection of Winslow Way and Madison Avenue should remain a
3 way stop.
10. The intersection of Madison Avenue and Wyatt Way should remain a 4 way
stop.
11. The intersection of High School Road and ~dison Avenue
a. Improve visibility of the cros~valk by striping it.
b. Install crosswalk warning signs.
12. ~lopt as policy for use in determining rec~lirements for dedication
of rights of way the Standard Street Width Chart which is attached to
this Resolution and made a part thereef.
13. Adopt as policy for use in dete~nnining requirements for development
of pedestrian wa/kways and bike paths the Pedestrian Walkway and Bikepath
Chart which is attached to this Resolution and made a part thereef.
