RES 88-15 ADDITIONAL LIFE RAFTS ONBOARD WA STATE FERRIESRESOLUTION NO. 88-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WINSLOW,
WASHINGTON APPROVING ~ I,EGISLATION TO REQUIRE ADD-
ITIONAL LIFE RAFTS ONBOARD WASHINGTON STATE FERRIES.
WHEREAS, legislation was recently introduced to require additional
life rafts onboard Washington State Ferries and the US Coast Guard is
currently preparing rules that may affect the number and types of life
rafts onboard ferries, and
WHEREAS, both the safety and the capital and operating costs of the
Ferry System are of great concern to Winslow residents, Bainbridge Islanders,
and the traveling public in general.
NCW THEREFORE, the City Council of the City of Winslow, Washington
hereby resolves as follows:
Section 1. the Winslow City Council wishes to c~L~end the management
and all personnel of the Washington State Ferry System for their outstanding
and exemplary safety record.
Section 2. Tne Winslow City Council wishes to cc~mend Ferry System
managenent for their efforts in controlling system costs.
Section 3. The Winslow City Council supports efforts to further improve the
safety of ferry riders and urges that Federal legislators and Coast Guard and
rule-makers carefully consider the labor and material cost consequences of
establishing any new requirements for the Ferry Systen. Any increased costs
should result in c~Lu~Jnsurate direct benefits to ferry riders.
Section 4. The Winslow City Council supports Ferry System management efforts
to carefully evaluate proposed measures and avoid excessive material costs and crew
size increases. The Winslow City Council urges Ferry System management to work
with Federal authorities in a spirit of cooperation to identify and implenent cost
efficient measures that would further improve the safety of ferry riders.
