RES 89-43 PARKING AMENDMENT PLAN RESOLUTION NO. 89-43
A RESOLUTION OF THE CITY OF WINSLOW, WASHINGTON, ENDORSING
DEVELOPMENT OF A PARKING MANAGE~NT PLAN .
WHEREAS, adequate and inexpensive parking, especially in the
vicinity of ferry terminals and major employment centers is now a thing
of the past in Kitsap County; and
WHEREAS, inadequate parking, absent enforcement and the establishment
of alternatives, leads to substandard, unsightly and frequently illegal parking
practices that blight and/or consume areas in the vicinity of terminals and
employment centers, preventing the preservation or conservation of these
properties for more appropriate uses, and generally degrading the quality
of life we have ccme to enjoy in Kitsap County; and
WHEREAS, a carefully planned and implemented parking management
program, coordinated with adequate public transit services, including
ridesharing, can be a very effective tool in alleviating the negative impact
of the growth in population and traffic congestion anticipated to occur in
the next decade here; and
WHEREAS, since these probl~ns overlap several jurisdictions they
clearly need cooperative effort, via joint planning processes and/or
interlocal agreements, of several agencies to resolve, including but not
limited to Kitsap County, the various cities as appropriate, Kitsap Transit,
the Washington State Ferry System at ferry terminals, and the Washington
State Deparh~ent of Transportation' s District 3 Office, all working together
to produce a conmon, coordinated plan and result; and
WHEREAS, the City of Winslow has reviewed the issues involved herein,
including the current problems as well as the proposed solution of parking
manage~nt combined with an ~nphasis on public transit and agrees that this
approach would be in the best interests of the City of Winslow and the
Kitsap County Con~mnity overall;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Winslow, Washington, that the combined program of parking management and
transit services envisioned herein, is hereby endorsed as the most effective
solution available to the growing problem of terminal and employment center
congestions and staff are hereby authorized and directed to work together with
other agencies as appropriate to develop joint parking managenent plans with
other agencies as appropriate for the various tezntinal cc~an~lnities and
employment centers of our cu~nity.
