RES 93-14 INTERIM FINANCING FOR LID 13RESOLUTION No. 93 - 14
A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND
AMENDING ITS INTENT TO PROVIDE INTERIM FINANCING
FOR LOCAL IMPROVEMENT DISTRICT 13 (HIGH SCHOOL
ROAD - LID 13) FROM CITY FUNDS.
WHEREAS, on February 15, 1990, the City Council adopted Ordinance
90-05 forming Local Improvement District 13 (High School Road); and
WHEREAS, on April 2, 1992, the City Council adopted Resolution
92-16 which authorized the interim financing of LID 13 from City funds at a
rate of 6.0 % calculated on an actual/360 day basis; and
WHEREAS, the City's Utility Fund was intended to provide the larger
share of the interim financing of LID 13, but now has an opportunity to save
the City's utility rate -payers some $50,000 by calling the Water/Sewer
Revenue Bonds of 1987; and
WHEREAS, the City's Utility Fund does not have sufficient invest-
able cash to both provide substantial funding for LID 13 and to call the
1987 bonds; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DOES RESOLVE AS FOLLOWS :
Interim financing for LID 13 is hereby authorized in an amount not to exceed
$2,500,000, at a rate of 6.0 % calculated on an actual/360 day basis, and
for an additional term of not longer than one year. Investment in LID 13 is
authorized from the Current Expense Fund ( No. 001), the Utility Fund (No.
401) and the Utility Construction Fund (No. 403). Amounts advanced from
each fund may be adjusted to meet the cash needs of the lending funds; and
prior advances from the Utility Fund are specifically authorized to be repaid
by the Utility Construction Fund. All amounts advanced are to be repaid
promptly from permanent bond financing once the bond proceeds have been
received (which date is now anticipated to be in late 1993).

WASHINGTON, AUTHORIZING THE MAYOR TO FILE A
COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION
FOR THE CONSTRUCTION OF A SIDEWALK SYSTEM
CONNECTING SENIOR HOUSING WITH ADJACENT
MEDICAL, RECREATIONAL, AND SHOPPING FACILITIES:
ONE LINK TO BE CONSTRUCTED ON THE WEST SIDE OF
MADISON AVENUE SOUTH FROM WINSLOW WAY TO PARFITT
WAY; THE SECOND LINK TO BE CONSTRUCTED ON THE
SOUTH SIDE OF BJUNE DRIVE FROM MADISON AVENUE
SOUTH TO SHANNON DRIVE.
WHEREAS, Federal Community Development Block Grant funds
will be made available in June of 1993 through Kitsap County to
cities and organizations for projects which will provide critical
public/human services to low-income individuals of Bainbridge
Island; and
WHEREAS, the filing application deadline is April 2,
1993;
NOW, THEREFORE, be it resolved by the City Council of the
City of Bainbridge Island, Washington:
Section 1. The Mayor is authorized to file an
application for Community Development Block Grant funds for the
construction of a sidewalk system connecting Senior Housing with
adjacent medical, recreational, and shopping facilities: one link
to be constructed on the west side of Madison Avenue South from
Winslow Way to Parfitt Way; a second link to be constructed on
the south side of Bjune Drive from Madison Avenue South to
Shannon Drive.

RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND AUTHORIZING
THE MAYOR TO FILE A COMMUNITY DEVELOPMENT BLOCK GRANT
APPLICATION FOR THE REMODELING OF THE NEWLY ACQUIRED
BUILDING IN EAGLE HARBOR WATERFRONT PARK TO BE USED FOR
SOCIAL SERVICE PURPOSES.
WHEREAS, Federal Community Development Block Grant funds will be made available
in June of 1993 through Kitsap County to cities and organizations for projects which will provide
critical public/human services to low-income individuals of Bainbridge Island; and
WHEREAS, the filing application deadline is April 2, 1993.
NOW, THEREFORE, be it resolved by the City Council of the City of Bainbridge
Island, Washington:
Section 1. The Mayor is authorized to file an application for Community Development
Block Grant funds for the remodeling of the newly acquired building in Eagle Harbor Waterfront
Park to be used for social services in accordance with requirements of the Community
Development Block Grant.

A PROCLAMATION OF THE CITY OF BAINBRIDGE ISLAND
WASHINGTON, DECLARING THE WEEK OF
MARCH 14 — 20 AS NATIONAL
CAMP FIRE WEEK
WHEREAS, Camp Fire was founded in 1910, as the first national
nonsectarian, interracial organization for girls; and
WHEREAS, in spite of many changes the founding philosophy of Dr.
Gulick, founder, has remained strong; and
WHEREAS, Camp Fire helps to provide opportunity for youth to realize
their potential and to function as caring, self-directed individuals who are
responsible to themselves and to others; and
WHEREAS, Camp Fire now offers programs for boys and girls and has
adapted its program to meet many diverse needs; and
WHEREAS, Camp Fire aids in teaching citizenship and leadership skills;
and
WHEREAS, Camp Fire will celebrate its 83rd birthday on March 17th;
NOW, THEREFORE, I, SAM J. GRANATO, Mayor of the City of Bainbridge
Island do hereby proclaim the week of March 14 - 20, 1993, as National Camp
Fire Week.

RESOLUTION NO. 93-11
A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND RELATING TO THE
SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT FOR SEWER DISTRICT 47
SEWAGE TREATMENT PLANT AT FORT WARD.
WHEREAS, the Hearing Examiner granted an unclassified use
permit for the sewage treatment facility on February 4, 1993; and
WHEREAS, the existing sanitary sewer system, septic tanks, and
sewer outfall now discharge improperly treated sewage from 68
residential users into Puget Sound; and
WHEREAS, Kitsap County Superior Court Consent Decree No.
86-2-10444-8 and Federal Water Quality Standards require
eliminating the discharge of improperly treated sewage into Puget
Sound; and
WHEREAS, the final environmental impact statement for this
project concluded that constructing a sewage treatment plant for
408 residential connections is the preferred alternative; and
WHEREAS, the Hearing Examiner found the alternative of
constructing a sewage treatment facility to serve fewer than 408
residential connections is not economically feasible; and
WHEREAS, the placement of sewage treatment facilities is
guided by the Bainbridge Island Subarea Plan sewage disposal
policies which state:
(a) Sewers should be encouraged only in Urban and Semi -Urban
areas in order to efficiently utilize the housing
potential in those limited areas where higher densities
are possible (Policy SP -1); and
(b) Sewers outside of Urban and Semi -Urban areas should only
be utilized ... to correct existing hazardous conditions
and should not be used to make possible development
densities inconsistent- with densities for such areas
stated in the plan (Policy SP -2); and

WHEREAS, the Kitsap County Shoreline Management Master Program
(adopted by the City of Bainbridge Island in Ordinance 90-17)
requires documentation that development of sewage treatment
facilities be consistent with the Comprehensive/Subarea Plan.
NOW, THEREFORE, BE IT RESOLVED, that the Bainbridge Island
City Council has approved Sewer District #71s application for
Shoreline Substantial Development Permit for sewer lines, a pump
station and outfall associated with the sewage treatment facility
approved by the Hearing Examiner on February 4, 1993, expressly to
remedy the existing hazardous conditions which exist in the Fort
Ward area, and not to enable development densities in that area
that are inconsistent with those permitted by the Bainbridge Island
Comprehensive/Subarea Plans.
