RES 99-24 PURCHASING DEVELOPMENT RIGHTS OF BONUS FLOOR RATIO IN MIXED USE TOWN CENTERRESOLUTION NO. 99-24
A RESOLUTION of the City of Bainbridge Island, Washington,
relating to the establishing of fees for purchasing the right to develop
bonus floor area ration in the Mixed Use Town Center and High
School Road districts, and establishing a fee as provided in BIMC
18.81.030(0) to be paid in lieu of providing on-site parking, and
amending Section 9, of the Bainbridge Island Fee Schedule.
I¥IlEREAS, in accordance with Policy W 1.7 of the Comprehensive Plan the
City undertook the development of the Winslow Master Plan and subsequently mended
the Comprehensive Plan to incorporate the recommendations of the Master Plan; and
WHEREAS, the Winslow Master Plan establishes floor area bonuses in the
Mixed Use Town Center and High School Road Districts as a means to conserve
agricultural land and develop public amenities; and
WHEREAS, in 1999 the City Council passed Ordinance 99-17 to implement the
Winslow Master Plan; and
WHEREAS, the City Council has determined an mount based on the 1998 study
by Property Counselors which uses the Marshall Valuation to estimate the cost and value
of a parIcing space as part of the valuation process for floor area bonuses; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, DOES RESOLVE AS FOLLOWS:
