A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON RELATING TO THE IMPOSITION OF A
SURCHARGE ON BUILDING PERMIT FEES AND PLAN REVIEW
CHARGES FOR THE PURPOSE OF PARTIALLY FUNDING AN
AFFORDABLE HOUSING TRUST FUND AND AMENDING
SECTION 9 OF THE BAINBRIDGE ISLAND FEE SCHEDULE.
WHEREAS, Ordinance 88-16 established a procedure for the periodic review and setting of fees,
charges and bonding requirements by the passage of a resolution of the City Council; and
WHEREAS, four of the five City of Bainbridge Island Comprehensive Plan housing goals (numbers 1
through 4) relate to the support of affordable housing by the City; and
WHEREAS, in August, 1998, the Mayor formed a 90 day committee to investigate the establishment
of an Affordable Housing Trust Fund; and
WHEREAS, in December, 1998, the Mayor' s 90 Day Committee recommended the establishment of an
Affordable Housing Trust Fund and recommended funding to combe from: (1) Planning & Land Use fee
surcharges, (2) Building Permit Surcharges, (3) Voluntary (private sector) contributions, and (4) City
(taxpayer) matching funds; and
WHEREAS, on October 13, 1999, the City Council approved Ordinance 99'45 establishing the
fidTordable Housing Trust Fund; and
WHEREAS, the voluntary (private sector) portion of the funding for the Affordable Housing Trust
Fund depends on matching funds to be provided by the City; and
WHEREAS, the City believes that passage of Ordiances 99-66, 99-67 and 99-68 will provide adequate
R~nds to supply the general taxpayer portion of the City's matching funds; and
WHEREAS, the passage of Initiative 695 requires that the City take action now to provide the
funding it has previously comn~itted to or place that .issue before the voters at an added cost of
several thousand dollars; now, therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DOES RESOLVE AS FOLLOWS:
SECTION 1. Section 9 of the Bainbridge Island Fee Schedule is amended to read as follows

For applications covered by the hourly rate, a deposit equal to twenty hours' charge shall be collected before
the application is accepted for all applications except conditional use permits, in which case a deposit equal to
ten hours' charge shall be collected. Any unspent amount from such a deposit shall be refunded to the
applicant within 90 days from the final action on the application.
