RES 99-36 EXTENDING RESPONSIBILITIES OF ROAD END ADVISORY COMMITTEERESOLUTION NO. 99-36 A RESOLUTION of the City of Bainbridge Island, Washington, amending Resolutions 92-35 and 96-44, extending the .. responsibilities of the Road End Advisory Committee'to include activities that implement the committee's recommendations approved by the City Council conceming recognition, protection, and maintenance of City roads and road ends abutting bodies of salt water on Bainbridge Island. WHEREAS, the Road End Advisory Committee has admirably performed its original charge to inventory and characterize all city roads abutting the saltwater environment surrounding Bainbridge Island pursuant to Resolutions No. 92-35 & 96-44, and WHEREAS, road ends are a valuable and protected resource for access to the shoreline by local citizenS, and should be utilized appropriately by our citizens for marine and general environmental education, history, water rescue, fire safety, viewpoints, and a variety of recreational purposes; and WHEREAS, a goal of the City is to place in effect programs that protect and enhance public access to shorelines as weI1 as to safeguard the rights of private property owners adjacent to public shoreline access points; and WHEREAS, activities on the shoreline must be planned and carried out in a manner consistent with the goals, policies and regulations in the City's Shoreline Master Program and RCW 58.17 and the State Shoreline Management Act. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS: Section 1. Committee Purpose. The City Council of the City of Bainbridge Island, Washington, assigns to the Road Ends Committee (the Committee) the responsibility for implementing recommendations for the appropriate utilization of road ends as approved under provisions of Resolutions No. 92-35 and 96-44. Section 2. Road End Committee. The Committee as constituted under Resolutions No. 92-35 & 96-44 shall continue to serve the city's road end goals. Current members may be re-appointed for a three-year term or may be replaced if unable or unwilling to continue. Section 3. Committee Action. The committee shall oversee the prioritized list of recommended projects and plans for each road end site. The Committee shall promote and coordinate opportunities to develop individual sites as appropriate circumstances occur. Further the Committee will prioritize recommendations and will undertake coordination of actions to insure successful and timely completion of projects within the resources available to the city. The Committee will make recommendations for the action plans for road ends to the City of Bainbridge Island Public Works Department and the City Administrator. The City Administrator or his/her designee will serve as advisor to the Committee to insure that all recommendations comply with plans and regulations of concerned jurisdictions. C. The Committee will make efforts to enlist individuals, neighborhood members, and community organizations to assist with the implementation of the approved plan as adopted by the City of Bainbridge Island City Council. Section 4. Reporting. The Committee will report to the City Council at least annually on its activities. PASSED by the City Council this 8thlay of December, 1999.
