A resolution authorizing application(s) for funding assistance for a Washington Wildlife and Recreation Program (WWRP)
project to the Interagency Committee for Outdoor Recreation (IAC) as provided in Chapter 79A.15 RCW, Acquisition of
Habitat Conservation and Outdoor Recreation Lands.
WHEREAS, our organization has approved a comprehensive plan that includes this project area; and
WHEREAS, under the provisions of WWRP, state funding assistance is requested to aid in financing the cost of land
acquisition and/or facility development; and
WHEREAS, our organization considers it in the best public interest to complete the land acquisition and/or facility
development project described in the application;
NOW, THEREFORE, BE IT RESOLVED, that:
1. The [MAYOR, DIRECTOR, PRESIDENT, ETC ] be authorized to make formal application
to IAC for funding assistance;
2. Any fund assistance received be used for implementation of the project referenced above;
3. Our organization hereby certifies that its share of project funding is committed and will be derived from At

4. We acknowledge that we are responsible for supporting all non-cash commitments to the sponsor share should they

5. We acknowledge that any property acquired or facility developed with IAC financial aid must be placed in use as an
outdoor recreation facility and be retained in such use in perpetuity unless otherwise provided and agreed to by our
organization and IAC (generally, IAC approves removing facilities from the perpetuity requirement when the facilities
have reached their designed life expectancy, or because of extraordinary vandalism, acts of nature, fire, etc.);
6. This resolution becomes part of a formal application to IAC; and
7. We provided appropriate opportunity for public comment on this application.

IAC is hereby requested to consider this application for financial assistance for the outdoor recreation or habitat
conservation project(s) described below and to grant funding from such State and Federal sources as may be
available. This application has been prepared with full knowledge of and in compliance with the instructions
contained in the IAC's manuals. Further, we agree to cooperate with the IAC by furnishing such additional
information as may be necessary to execute an IAC Project Agreement and to adhere to all appropriate State and
Federal statues governing the grant monies under in the Project Agreement. We are aware that the grant, if
approved, will be paid on a reimbursement basis. We agree that all application materials, including photos, slides,
site drawings, maps, etc., may be used by the IAC for education, information, or other non-commercial purposes
in IAC publications, presentations, or on the IAC's web site.

DESCRIPTION/SUMMARY
Resolution 2006-26 allows the City to apply for a grant for funding in the 2007 budget year.
Total Project amount= $500,000
IAC amount at 60%= $300,000
COBI amount at 40%=$200,000 (2007)
Grant 906-1942 Washington Wildlife and Recreation Program Development/Local Parks:
• Accessible, public, family restrooms & showers serve the community, boaters & park users year
round.
• ADA accessible, lighted pathways to improve the connection from downtown to the harbor &
connect the Senior Center to the public dock, restrooms, & park trails to the Ferry terminal
• Park & picnic area improvements including a level lawn and utilities for community events
• Landscaping and a promenade with a series of terraces & landings will provide passive
recreation opportunities and improve access to the park
• Shore side services to reduce gray water going into the harbor & increase visitation
• Plaza on earth sheltered restrooms provides overlook of Harbor
• Improvements & storage support existing land & water based recreation programs
RECOMMENDED ACTION
IAC Grant Application #06-1942 and approve Mayor to sign Authorizing Resolution 2006-26.
