RES 2007-25 OPEN SPACE PARK LAND FOR THE WINSLOW URBAN AREARESOLUTION NO. 2007-25
A RESOLUTION by the City of Bainbridge Island City Council,
Bainbridge Island, Washington, that declares acquisition of open
space and park land for the Winslow urban area to be a City
priority.
WHEREAS, the Washington State Growth Management Act ("GMA") requires urban
growth areas to be defined to include urban densities and commensurate open space areas; and
WHEREAS, in its Comprehensive Plan, the City of Bainbridge Island ("City") has
recognized Winslow as the urban core of the Island and allocated half of all island population
growth to Winslow "in order to achieve the goals of the GMA" (BICP LU Element, Framework
of the Plan, Goal 1, FRW 1.3, Goal 2, FRW 2.1); and
WHEREAS, the Comprehensive Plan Framework offers guidance specifically aimed at
providing additional open space within Winslow (Winslow Master Plan, Chapter 4, Open Space
and Trails, WMP 4-1); and
WHEREAS, the Winslow Master Plan calls for incorporation of open space and green
spaces throughout Winslow: "As new growth is concentrated in the Winslow areas, there will be
a need for centrally -located parks and gathering places for passive recreation; therefore, usable
parks throughout the Winslow area should be created or enhanced," and "[n]ew parks should be
acquired" (Winslow Master Plan, Chapter 4, Open Space and Trails, Parks WMP 4-2, WMP 4-
2.3); and
WHEREAS, reflecting the findings of the 2000 Bainbridge Island Community Values
Survey Summary of Findings that prioritized the acquisition of open space on November 6, 2001,
almost 70% of Bainbridge Island voters approved the issuance of bonds to acquire open space
and passive parks; and
WHEREAS, in December 2001, the City Council approved seven Bainbridge Island
citizens to serve on an Open Space Commission (the "Commission") to carry out this mandate;
and
WHEREAS, on September 12, 2006, the City Council approved Resolution No. 2006-
14, providing new authority to the Commission to continue to identify and recommend lands to
the City Council for City purchase, and High Density areas are included in the Commission's
selection criteria; and
WHEREAS, the Report of the Mayor's 2025 Growth Advisory Committee, The
Bainbridge Island Non -Motorized Transportation Plan, the draft Ferry Gateway Urban Design
Plan, and the draft Winslow Parks Plan prepared by the Bainbridge Island Metropolitan Park and
Recreation District, all recommend the acquisition of additional park land open space, and trail
easements in the Winslow area; and

WHEREAS, the Winslow Master Plan and the draft Ferry/Gateway Urban Design Plan
could lead to zoning for new high-density residential complexes being built in and on the edge of I Winslow for a population increase to nearly 10,000 by 2025; and
WHEREAS, the Winslow area currently contains only three percent of the island's park
land (37 acres out of a total of 1,252.4 acres), creating a serious shortage of active and passive
parkland according to state and national standards; and
WHEREAS, rapid development of vacant parcels within the Winslow core and frame
areas will soon foreclose on opportunities to acquire critically needed parks and open space areas
for current and future residents; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES RESOLVE AS
FOLLOWS:
Section 1. Direct the City of Bainbridge Island Open Space Commission to prioritize acquisition
of major protected open space and park land in Winslow, subject to funding availability, in order
to satisfy state and City requirements, and to ensure a quality of life for present and future
generations by:
1. Prioritizing acquisition of Winslow parks and open spaces in the 2008 Commission's
work plan.
2. Actively pursuing identification of potential open space and park land acquisitions within
the area covered by the Winslow Master Plan and the Ferry/Gateway Urban Design Plan,
to the City Council.
3. Working with citizens and neighborhood groups, and with the Bainbridge Island
Metropolitan Park and Recreation District, to identify potential candidate properties
within their neighborhoods.
4. Soliciting candidate parcels by advertising the need for Winslow open space and park
land.
5. Continuing to work with Non -Motorized Transportation Advisory Committee and the
Bainbridge Island Park and Recreation District to acquire and improve trails island -wide.
