CITY OF WINSLOW, WASHINGTON
RESOLUTION NO. 90-01
A RESOLUTION of the City Council of the City of
Winslow, Washington, declaring its intention to order
the improvement of a portion of High School Way
within and without the City and to create a local
improvement district to assess a part of the cost and
expense of carrying out that improvement against the
properties specially benefited thereby; notifying all
persons who desire to object to the improvement to
appear and present their objections at a hearing
before the City Council to be held on Febnzazy 5 ,
1990; and repealing Resolution No. 8946.
WHEREAS, by Resolution No. 8940 adopted August 21, 1989,
the City Council declared its intention to order the improvement
of a portion of High School Way within and without the city and
fixed October 2, 1989 at 7:00 p.m., local time, in the Council
Chambers of the City Hall as the time and place for hearing all
matters relating to the proposed improvement and all objections
thereto and for determining the method of payment for the
improvement; and
WHEREAS, by Resolution No. 8946 adopted September 21, 1989,
the City Council again declared its intention to order the
proposed improvement and rescheduled the hearing for October 12,
1989, at 7:00 p.m., local time, in the Bainbridge Island Senior
Center; and
WHEREAS, the hearing was held as scheduled by the City
Council on October 12, 1989, but proper notice of the hearing
was not given in the manner provided by law; and
WHEREAS, in order to give proper notice of the time and
place for hearing all matters relating to the proposed
improvement, it is necessary for the City Council to adopt a new
resolution of intention and fix a new date and time for a
hearing on the proposed improvement; NOW., THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WINSLOW,
WASHINGTON, as follows:
Section 1. It is the intention of the City Council of the
City of Winslow, Washington, to order the improvement of the
properties within the area described in Exhibit A attached
hereto and by this reference made a part hereof, by the
construction of improvements to High School Way between Madison
Avenue and Ferncliff Avenue, as more particularly described in
Exhibit B attached hereto and by this reference made a part
hereof.
All of the foregoing improvements shall be in accordance
with the plans and specifications therefor prepared by Roats
Engineering, consulting engineer, and may be modified by the
City as long as that modification does not affect the purpose of
the improvements.
Section 2. The total estimated cost and expense of the
improvements is declared to be $1,475,540.00 approximately
$191,842.00 of which shall be paid by the City and the balance
of which shall be borne by and assessed against the property
specially benefited by the improvements to be included in a

local improvement district to be established embracing as nearly
as practicable all the property specially benefited by the
improvements. Actual assessments may vary from estimated
assessments as long as they do not exceed a figure equal to the
increased true and fair value the improvements add to the
property.
Section 3. All. persons who may desire to object to the
improvements are notified to appear and present those objections
at a hearing before the City Council to be held in the
Bainbridge Island Senior Center, 370 Bjune Drive S.E., in
Winslow, Washington, at '7;30 p .m. on February 5 1990,
which time and place are fixed for hearing all matters relating
to the improvements and all objections thereto and for
determining the method of payment for the improvements. All
persons who may desire to object thereto should appear and
present their objections at that hearing. Any person who may
desire to file a written protest with the City Council may do so
within 30 days after the date of passage of the ordinance
ordering the improvements in the event the local improvement
district is formed. The written protest should be signed by the
property owner and should include the legal description of the
property for which the protest is filed and that protest should
be delivered to the City Clerk-Treasurer.

Section 4. Boats Engineering is directed to submit to the
City Council on or prior to January 12 1990, all data and
information required by law to be submitted.
Section 5. Resolution No. 8946 is hereby repealed.
The foregoing resolution was ADOPTED by the City Council of
the City of Winslow, Washington, at a regular open public meeting
thereof this 4th day of January, 1990.

NOTICE OF PROPOSED IMPROVEMENT AND HEARING THEREON
NOTICE IS GIVEN that the City of Winslow, Washington (the
"City"), pursuant to Resolution No. 90-01 adopted January 4,
1990, declared its intention to initiate the formation of Local
Improvement District No. 13 to improve a portion of High School
Road between Madison Avenue and Ferncliff Avenue within and
without the City, and to assess a part of the cost .and expense
of those improvements against the property in that district
specially benefited thereby.
The total cost of the proposed improvements is estimated to
be $ 1,475,540.00 approximately $191,842.00 of which
cost and expense shall be paid by the City and the balance
thereof shall be borne by and assessed against the properties
specially benefited by the improvements to be included within
the proposed local improvement district to be established
embracing as nearly as practicable all property specially
benefited by the improvements.
The public hearing upon the proposed improvements will be
held before the City Council of the City in the Bainbridge
Island Senior Center, 370 Bjune Drive S.E., Winslow, Washington,
at 7:30 P .m. , local time, on February 5 1990.
All persons desiring to object to the proposed improvements
and formation of the local improvement district are notified to
appear and present those objections at that hearing. If the
City Council shall elect to pass an ordinance forming the local
improvement district, the owners of property within the local
improvement district shall have a period of 30 days from and
after the date of passage of that ordinance to file with the
City Clerk-Treasurer a written protest to the ordering of the
improvements. The protest should be signed by the property
owner and should state the property by address, lot and block or
other appropriate description.
Below are shown the estimated benefits to, and assessment
against, the property herein listed of which you are shown on
the rolls of the Kitsap County Assessor to be the owner. The
actual assessment may vary from the estimated assessment as long
as it does not exceed a figure equal to the increased true and
fair value the improvements add to the property.
