RES 90-18 ELECTION OF ANNEXATIONRESOLUTION N0. 90-18
A RESOLUTION of the City of Winslow, Washington,
calling for an election to be held. on the issue
of whether all unincorporated territory on
Bainbridge Island, Washington, should be annexed
to the City of Winslow.
WHEREAS, the Kitsap County Boundary Review Board has
disapproved a petition for the incorporation of the City of
Bainbridge Island; and
WHEREAS, that petition indicates a desire of numerous
voters in the unincorporated territory of Bainbridge Island
to become a part of a city; and
WHEREAS, the City Council has determined that the
best interests and general welfare of the City of Winslow and
of the unincorporated territory on Bainbridge Island would be
served by the annexation of that territory to the City of
Winslow; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON,
DOES RESOLVE as follows:
Section 1. The City Council determines and finds
that the best interests and general welfare of the City of
Winslow and the unincorporated territory on Bainbridge Island
would. be served by the annexation of all unincorporated
territory on Bainbridge Island to the City of Winslow. The
territory to be annexed is more particularly described on
Exhibit A and depicted on Exhibit B, both of which are
attached hereto and made a part hereof.
Section 2. The City Council calls for an election to
be held on that annexation proposal at the first special
election date provided for by RCW 35A.14.050 following
approval of the annexation proposal by the Kitsap County
Boundary Review Board. The City shall pay the cost of the
annexation election. It is the intent of the City Council to
fix June 1, 1991 as the effective date of the annexation if
the special election is held concurrently with the primary
election in September, 1990, or the general election in
November, 1990.
Section 3. There also shall be submitted to the
electorate and qualified voters of the territory proposed to
be annexed a proposition that all property within the area
annexed shall, upon annexation, be subject to proposed land
use and zoning regulations hereafter prescribed by ordinance
of the City pursuant to RCW 35A.14.330 and 35A.14.340. It is
the intent of the City Council to adopt by reference Kitsap
County's Comprehensive Plan, Zoning Code, Zoning Map and
Shoreline Management Master Plan and Map applicable to the
unincorporated territory on Bainbridge Island as the land use
.and zoning regulations for that territory upon the annexation
of that territory to the City of Winslow. These ''land use and

zoning regulations shall remain in effect until amended after
annexation by ordinance of the City Council.
Section 4. The City has been advised. by the Kitsap
County Auditor that there are 7,711 voters residing in
the unincorporated territory on Bainbridge Island.
Section 5. The Land Use Administrator is authorized
and directed to prepare and file a Notice of Intention to
Annex with the Kitsap County Boundary Review Board, and to
.carry out all requirements of the State Environmental Policy
Act with regard to the proposed annexation.
Section 6. The City Clerk is authorized :and directed
to file a certified copy of this resolution with the Kitsap
County Board of Commissioners and the Kitsap. County Boundary
Review Board.
