RES 90-26 SPECIAL ELECTION.~ ~a _, r RESOLUTION NO. 90-26 A RESOLUTION of the City of Winslow, Washington, providing for the submission to the voters of the unincorporated. territory of Bainbridge Island, Washington, at a special election to be held therein on November 6, 1990, in conjunction with a State general election to be held on the same date, of a proposition on whether the unincorporated territory of Bainbridge Island should be annexed to the City of Winslow; and requesting the Kitsap County Board of Commissioners to call that special election. WHEREAS, by Resolution No. 90-18 adopted on March 14, 1990, the City Council determined and found that the best interests and general welfare of the City of Winslow and the unincorporated territory of Bainbridge Island would be served by the annexation of that territory to the City of Winslow, and called for a special election to be held on the annexation proposal; and WHEREAS, the City Council caused to be filed with the Kitsap County Boundary Review Board a notice of intention to annex the unincorporated territory of Bainbridge Island; and WHEREAS, the Kitsap County Boundary Review Board did not invoke jurisdiction to review the proposed annexation, and no governmental agency or .persons filed with the Board a request for review of the proposed annexation; and WHEREAS, the annexation- proposal has been deemed approved by the Kitsap County Boundary Review Board; and WHEREAS, on June 7, 1.990, the City Council held a public hearing on proposed land use and zoning regulations for the territory proposed to be annexed and has fixed a second public hearing on the proposed regulations for July 9, 1990; now, therefore, THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DOES RESOLVE AS FOLLOWS: Section 1. The City Council requests the Kitsap County Board of .Commissioners. to call a special election on November 6, 1990, in conjunction with the State general election to be held on the same date, for the purpose of - 1 - ksm/0464R 4 submitting to the qualified voters of the unincorporated territory of Bainbridge Island the question of whether or not the unincorporated territory of Bainbridge Island should be annexed to the City of Winslow; provided, that the City Council reserves the right to withdraw this request on or before September 20, 1990. The territory to be annexed is more particularly described on Exhibit A and depicted on Exhibit B, both of which are attached hereto and made a part hereof. Section 2. There shall be submitted forth in Section 1 the additional question the territory proposed to be annexed sl become subject to such land use and zoning hereafter be prescribed by the City RCW 35A.14.330 and 35A.14.340. with the question set of whether or not tall, upon annexation, regulations as shall Council pursuant to Section 3. The proposition to be submitted at the special election shall be in the form. of a ballot title as follows: PROPOSITION ANNEXATION OF THE UNINCORPORATED TERRITORY OF BAINBRIDGE ISLAND TO THE CITY OF WINSLOW Shall the unincorporated territory of Bainbridge Island be annexed to the City of Winslow and shall the land use and zoning regulations for that unincorporated territory, as prescribed by City of Winslow Ordinance No. be adopted?
