A RESOLUTION OF``'PHE~CITY OF WINSLOW, WASHINGTON:, EXPRESSING
ITS A4~RELJESS OF .THE PLIGHT OF THE. HOMELESS.
WHEREAS, there are 13 million homeless people in the United States
of America; that one in five are children or .teenagers; that sixty-five
percent are thought to be alcoholic; and
V~IHEREAS, as human beings,. the hc~neless deserve the basic. dignity
an respect that all humans deserve and need; and
WHEREI~S,.most of our churches offer. counseling as .well as-.help for
a multitude. of .problems including hanelessness; and
WiISRF,AS, there are shelters for the homeless in our-metropolitan and
suburban areas which are meeting the needs of many..but.at the same time many
men, women, and. children are.:turned away daily for lack of facilities and
resources; and

from the WHOLE NATION by first recognizing the problems of the homeless and
then by working together to solve those problems throughout our nation, our
counties and our cities; and
NOW, THEREFORE, be it resolved by .the City Council of. the City of
Winslow, Washington:
1. In an, outstanding effort to .increase awareness of the plight of
the homeless, Mary and Jack Shepherd, Jr., are. walking through-
out the United States and Alaska, asking cc~urnuiity leaders to
help .spread their message. We therefore urge our citizens to BE
AWARE and commend .the Shepherds for. their dedication. and sensitivity
to this growing concern.
RESOLVED by the City Council of the City of Winslow, Washington, this 2nd day
of August , 1990.
