A RESOLUTION of the City Council of Bainbridge Island, Washington
appoinf ng the 2003 Lodging Tax Advisory Committee and establishing
Additional criteria to be considered during the evaluation process.
WI EREAS, the City. of Bainbridge Island is requesting proposals from individuals and
organizations for the 2003 Civic Improvement (Hotel/Motel Tax) Fund; and
WHEREAS, this fund is authorized by Bainbridge island Municipal Code 3.65.040 and Chapter
67.28 of the Revised Code of Washington; and
WHEREAS, the Lodging Tax Advisory Committee shall consist of at least two members who are
representatives of businesses required to collect tax under this chapter; at least two members who are
persons involved in activities authorized to be funded by revenue received under this chapter; and one
elected official of the municipality who shall serge as chair of the Committee; and
WHEREAS, this fund supports projects that either 1 advertise, publicize, or otherwise distribute
information for the purpose of attracting visitors and encouraging tourism expansion or 2 include all or
any part of the cost of acquisition, construction, or operation of facilities for performing, visual arts or other
facilities; and
WHEREAS, the City Council desires additional criteria to be considered during the 2003
evaluation process; now therefore,
E IT RESOLVED:
Section 1. That the 2003 Lodging Tax Advisory Committee shall be comprised of Lois Curtis, Chair
(Bainbridge Island City Council), Judy Gills (The Buchanan Inn), Kevin Dwyer (Bainbridge Island
Chamber of Commerce), Sally Rooney (Bainbridge island Arts and Humanities Council), and Linda
Thurott Island Country Inn).
Section 2. The Lodging Tax Advisory Committee shall consider the extent to which a proposal attracts
overnight visitors to Bainbridge island and/or enhances the experience of overnight visitors.
Section 3. The Lodging Tax Advisory Committee shall determine that the applicant has a demonstrated
ability to implement the proposal, which should include review of statements from 2002 fund recipients
indicating progress towards 2002 project goals.
Section 4. The Lodging Tax Advisory Committee will present recommendations to the City Council
Community Relations Committee. The Community Relations Committee, in consultation with the Lodging
Tax Advisory Committee, will make recommendations to the City Council for public comment and final
approval.
