nonprofit instrunemtality of sub-divisions of the State, asd
1f~AS, the Tows of 'i~inslaw together with all other iir-
corporated Cities and Tomas of Kitsap County and the County Govermnent
have by contract delegated specific pow~ers:and duties:: to the Society,
and,
BLS, the Society was forced by events beyond its control
to establish a crenator3r in the protection of the health and welfare of
the citizens of the area it ser~v~en, and.
1iS, it is considered proper that such expenditure be
prorated to all sub-divisions which it serves on the sane basis as its
annual budget, and
~S, such division of the expenditure establishes t]ae
