A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WINSLOW, WASHINGTON, ADOPTING A SIX-YEAR
TRANSPORTATION IMPROVEMENT PROGRAM AND DIRECT-
ING THE SAME TO BE FILED WITH THE STATE SECRETARY
OF TRANSPORTATION AND THE URBAN ARTERIAL BOARD.
WHEREAS, pursuant to the requirements of RCW Chapters 35.77 and
47.26, as amended, the City Council of the City of Winslow has previously
adopted a Comprehensive Street Program and thereafter periodically modified
said Comprehensive Street Program by resolution, and
WHEREAS, the City Council has reviewed the work accomplished under
the said program, determined current and future City street and arterial
needs, and based on these findings has prepared a six-year Transportation
Improvement Program for the next ensuing six (6) calendar years, and
WHEREAS, the Department of Transportation has advised the City
that limited state funding for UAB grants is available. At their advice,
the City has listed $350,000 as the maximum grant request for any of the
listed project. However, more grant funding will be needed to adequately
fund projects 1,2,3,5,14, and
WHEREAS, a public hearing has been held on the said six-year
Transportation Improvement Program, and
WHEREAS, the City Council finds that there will be no significant
adverse environmental impacts as a result of adoption or implementation of
the Six-Year Transportation Improvement Program, now, therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON HEREBY
RESOLVE AS FOLLOWS:
Section 1. Program Adopted. The Six-Year Transportation
Improvement Program for the City of Winslow, as revised and extended
for the ensuing six (6) calendar years (1988 - 1993 inclusive), a copy
of which is attached hereinas Exhibit A and incorporated herin by this
reference as if fully set forth, which program sets forth the project
location, type of improvement and the estimated cost thereof, is hereby
adopted and approved.
Section 2. Request for UAB Grant. The City requests that the
full 90 % specified as a maximum in UAB grant legislation
be allowed for projects 1,2,3,5,14, if they should be chosen for funding,
since the City of Winslow is unable to finance more than its 10%
share.
Section 3. Filing of Program. The City Clerk is hereby
authorized and directed to file a copy of this resolution, together
with the exhibit attached hereto, with the Secretary of Transportation
and the Urban Arterial Board for the State of Washington.

SUPPLE.~ENTAL SIX-YEAR CONSTRUCTION PROGRAM

City, county and s~ate highway officials are directed by RCW 47.26.230
to jointly program related arterial improvement projects. This require-
ment is intended tQ insure that inter-governmental cooperation and
coordination occurs in order to develo~ an integrated arterial and
highway network in each urban area. The following certification of
review by an adjacent agency does not indicate approval or disapproval
of the preparing agency's proposed supplemental six-year construction
~,'a~;'am. i~ is intended !nst~ad to insure that each adjacent agency has
been provided an opportunity to evaluate new arterial projects by oti~er
agencies and to consider proposing related improvements within the
limits of its own jurisdiction.
