A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
CREATING AN AD-HOC COMMITTEE OF THE CITY COUNCIL TO REPRESENT
THE CITY COUNCIL ON ALL MATTERS RELATING TO WASHINGTON STATE
FERRIES
WHEREAS, Washington State Ferries ("WSF) operates both a passenger terminal
("Passenger Terminal") and a maintenance facility ("Maintenance Facility") on Bainbridge
Island and has a substantial presence on the waterfront through these and other properties that it
owns nearby; and
WHEREAS, over the last several years, WSF has developed plans to maintain, improve,
and expand its Maintenance Facility and Passenger Terminal, and
WHEREAS, the plans developed by WSF for its Maintenance Yard and its Passenger
Terminal, as well as other properties its owns in that area (also known as the Ferry and Gateway
Districts) will have significant impacts on Bainbridge Island for decades, and
WHEREAS, other significant issues will arise from WSF's proposal to upgrade and
expand its Passenger Terminal and the City's interest in making sure that the Ferry and Gateway
Districts are developed in a way that meshes with the values and vision of the community; and
WHEREAS, plans by WSF for its operations on the island, as well as those by
brn Washington State Department of Transportation ("WSDOT"), will have significant and
substantial impacts on traffic on Highway 305 and in other areas of the island for many years,
WHEREAS, the 2006 City Council WSF Ad-hoc Committee significantly improved
communication and planning coordination between WSF and the City of Bainbridge Island to
best benefit the City Council of COBI and WSF in their mutual planning efforts and policy
development, by keeping both the CC and WSF fully informed on all matters related to WSF,
and also worked to insure the interests of the citizens of Bainbridge island were reflected in the
WSF's decision making;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, as follows
An Ad-hoc committee of the City Council on WSF issues ("City Council WSF Ad-hoc
Committee") shall be formed consisting of three City Council members.
2 The City Council WSF Ad-hoc Committee will work closely with the Mayor and the Ferry
Advisory Commission and the Ferry Community Partnerships and participate in discussions
of issues and exploration of options with WSF and/or WSDOT on behalf of the City Council
and the community of Bainbridge Island.
3 The City Council WSF Ad-hoc Committee shall report regularly to the City Council to keep
the City Council and the community fully informed on all matters related to the WSF
4 The City Council WSF Ad-hoc Committee reports should be information considered by the
City Council in its planning and policy decision making.
