RES 2009-14 NEW ENERGY ECONOMYRESOLUTION No. 2009.1
RESOLUTION of the City of Bainbridge Island establishing a
statement of principles for participating in a regional collaboration of
Puget Sound -public agencies, schools and businesses to address future
energy, economic and environmental challenges.
'RAS, our nation, state and region are -confronted with critical energy challenges
including dependence on foreign oil, climate change, and volatile energy prices; and
WHERFAS,, our nation, state and region are simultaneously confronted with economic
challenges and job. lossthat point to the urgent need to revitalize -and renew. our economy and
employment base; and
WHEREAS, our region is confronted with an acute need to reduce runoff of pollutants in
stormwater in order to protect the health of Puget Sound and the region's water bodies; and
WHEREAS, a New Energy Economy is emerging to deliver clean and efficient energy b
linking clean mobility, efficient buildings and smart power grids; and
WHEREAS, thele Energy Economy offers tremendous opportunities to address these
profound energy, economic and environmental challenges; and
WHEREAS, the.Puget uget Sound region is already demonstrating New Energy leadership initiatives
in these interconnected areas Of clean mobility, smart and clean power, and energy efficiency;
and
WHERE AS,, our region's base of innovative and entrepreneurial companies positions us to lead
in development of the New Energy Economy; and
WHEREAS, a collaboration of public agencies, schools and businesses can best support the
New Energy Economy and offer tremendous opportunities to address these profound energy,
economic and environmental challenges on a regional -basis; and
WHEREAS, no expenditure oflocal funds will be made in connection to the New Energy
Solutions initiative without prior approval through due process by councils, boards and
executives of the member institutions; now, therefore,
THE CITY COUNCIL of THE CITY of BAINBRIDGE ISLAND DOES RESOLVE AS
FOLLOWS:
The City Council of the City of Bainbridge Yslan- d joins our Puget Sound regional counterparts to
lead the nation in development of a New Energy Economy for our region by:
Implementing new models for community -scale delivery of building energy
efficiency services;
Putting In place the foundational technologies of the smart grid and mounting
pilot projects to prove and demonstrate advanced smart grid capabilities;
Building - and demonstrating models. for deplo rme t of electrified vehicle
infrastructure and plug -ire vehicle marketing, in conjunction with investment in
public transportation hubs and a low -carbon built environment;
]giving market growth of new renewable energy generation for buildings and
transportation;
Employing l e r Energy pr j Bets as opportunities to create new green j ohs, gain
workers in green technologies and provide economical energy and transportation
services to low-income populations; and
Accomplishing !these objectives in an accountable and measurable manner,
through development of common metrics including job creation, greenhouse gas
emissions reduction, and replacement of fossil fuel vehicle miles traveled.
