RES 2010-12 SCHOOL ZONE SPEED LIMIT CHANGE IN THE VICINITY OF HYLA MIDDLE SCHOOLRESOLUTION NO.2010-12
A RESOLUTION of the City of Bainbridge Island,
Washington, establishing a school zone speed limit change
in the vicinity of the Hyla Middle School located on
Bucklin Hill Road. ;
WHEREAS, City Coune, it r e xbe rs and City staff received numerous r ue is i
the past few years from Hyla Middle School to reduce the speed-limit'in the vicinity of
the school; and
WHEREAS, Buc lin Hill Road is classified s a secondary arterial with a posted
speed limit of 35 mph; and
WHEREAS, Hyla Middle School -submitted an engineering study of the existing.
conditions and safety on portions of Buc lin Hill Road in accordance with the standards
outlined in the Manual on Uniform Traffic Control Devices M TTCI ; and
WHEREAS, the independent study report entitled "14yla fiddle School Traffic
and Safety Report"" was completed on May 9, 200 5; and
WHEREAS, while the study recognizes the benefit of lowering the speed limit
on Buc lin Hill Road during school hours, it states it 'isn't necessarilywarranted..; and
WHEREAS, the City Council is the Local Agency with authority to establish
maximum speed limits in accordance with WAC 308-330 d RCW 46.04; and
WHEREAS, the City Council has reviewed the speed study and considered
public comment; now, therefore,
THE CITY COUNCIL of THE CITY of BAINBRIDGE ISLAND DOES
RESOLVE AS FOLLOWS.
Section 1. In accordance With the Washington Model Traffic Ordinance, Chapter
308-330 adopted by BIMC 10.04.010, the City Council establishes a school zone speed
limit on Bucklin Hill Road
Section 2. Public' Worts will install school zone speed limit signage on Buc lin
Hill Road in accordance with the MUTCI.
