RES 2010-21 SUNSETTING THE OPEN SPACE COMMISSIONRESOLUTION UTION 0.201 -21
RESOLUTION of the City Council of Bainbridge Island,
Washington, sunsettir g the Open Space Commission.
WHEREAS, pursuant to Ordinance No. 2001-36, the City Council provided for
the submission to the City voters at the November 6, 2001 general election a proposition
authorizing the City to issue its general obligation bonds of no more than $8,000,000 t
pay the posts of acquiring and preserving forested areas, open space and wildlife habitat
(including without limitation environmentally fragile areas and laird along streams and
ponds and wetlands) and farms and agricultural lands and creating new trails and passive
parks (notincluding sports facilities and sports fields) (the "Project"); and
WHEREAS, pursuant to Resolution No. 2001-48, the City Council established
the membership, duties and responsibilities of a citizen's commission in connection with
the Project, the "open Space Commission;" and
WHEREAS, the Open Space Commission provided recommendations to the City
Council in- connection with the Project, and the funds were exhausted by the end of 200 5;
and
WHEREAS, the authority granted to the Open Space Commission by Resolution
No. 2001-48 was specifically limited to the Project, but was extended by Resolution No.
2006-14 providing new authority to identify and recommend island forest areas,
meadows, beaches, wildlife habitat, critical areas, farms, and agricultural lands to the
City Council for City purchase for the purpose of open space acquisition, preservation,
and/or possible development of new trails and amenities supported by City Council
approved funding, and upon request of City Council, to offer recommendations for the
sale or transfer of rights for identified City properties In pursuit of these goals; and
WHEREAS, by the end of 2007 over 100 properties had been nominated,
reviewed, and rated in terms of priority, and the Open Space Commission had provided
recommendations leading to the acquisition of approximately 329 acres of open space
with 40,341 lineal feet of waterfront to be preserved in perpetuity for the citizens of
Bainbridge Island; and
WHEREAS, the City is in the process of transferring its open space and park
properties to the Bainbridge Island Metropolitan Parr & Recreation District for
management; and
WHEREAS, the City no longer has the budgetary capacity to acquire open space
property, and therefore, no longer requires the advice of the Open Space Commission;
and
WHEREAS, the City Council desires to recognize the accomplishments of the
Open Space Commission and thank therm for their tremendous service to the comi6nity;
now, therefore,

RESOLVE AS FOLLOWS.
Section 1. The citizen's advisory commission known as the open Space
Commission established by Resolution tion No. 2001-48 and continued with new authority by
Resolution No. 200 6-14 has accomplished its purpose and is hereby sunsetted.
