RES 2010-34 UPDATING THE ROLES/RESPONSIBILITIES OF NMTAC AND EXPANDING THE COMMITTEERESOLUTION No. 2010-3
RESOLUTION of the City Council of Bainbridge Island, Washington,
updating the roles and responsibilities of the Non -Motorized
Transportation Advisory Committee ("NMTAC"), , and expanding the
Committee's membership.
WHEREAS, the City of Bainbridge Island adopted a Non -Motorized ed Transportation
Flan(Ordinance No. 2002-09) as part of the Transportation Element of the Comprehensive Plan;
and
WHEREAS, S, the Non -Motorized Transportation Ilan calls for the establishment of
Citizen Advisory Board, appointed by the Mayor to advocate for and ensure implementation of
the Ilan; and
WHEREAS, on December 1.1, 2002, the City Couneil passed Resolution No. 2002-49
establishing the 2003 NMTAC; and
WHEREAS, on March 9, 20, the City Council passed Resolution No. 2005-1
defining the roles and responsibilities of NMTAC and expanding the Committee's membership
from seven to nine members; and
WHEREAS, the City Council desires to update the roles and responsibilities of NMTAC
to recognize and integrate the federal, state and local emphasis on active recreation, reduction of
greenhouse gas emi0 sions and linking communities through regional connectivity, and to expand
the Committee's membership; now therefore,
THE CITY COUNCIL of THE CITY of BAINBRIDGE ISLAND, WASHINGTON, DOES
RESOLVE ASFOLLOWS:
Section 1. This resolution supersedes any previous terra limit restrictions for existing
members of NMTAC set forth in previous resolutions to allow for continuity, and the retention
and sharing of institutional knowledge.
Section 2. The NMTAC shall consist of at least nine 9 and not more than eleven 11
voting members. In addition, the Bainbridge Island Metropolitan Park and Recreation District
("BIMPRD") and the Bainbridge Island School District " ISI " have expressed a desire to
provide liaisons to the Committee. Liaisons will be non-voting members and may be elected
officials and/or staff members as selected by BIMPRD and BISD, respectively.
Section 3. Each voting member of NMTAC will be appointed by the Mayor to either
two (2)- or three -year term. Committee members may be appointed to one additional terra.
Appointments are subject to Council confirmation.
Section 4. From among the voting members, the Mayor will appoint a Committee Chair
and Vice -Chair, subject to Council confirmation, for a one (I) -year period ending September 30,
2011. Thereafter, NMTAC will annually elect a Chair and Vice -Chair no later than September
3 Ota` of each year.
Section 5. NMTAC shall meet at least monthly.
Section 6. The goal of NMTAC is to advocate for and ensure implementation of the
Non -Motorized Transportation Flan, including but not limited to the recognition and 'Integration
of the federal, state and local emphasis on active recreation, the reduction of greenhouse gas
emissions and the linkage of communities through regional connectivity.
Section 7. Coordination efforts by N ITAC will include, but not be limited to:
(1) review ofproposed non -motorized projects, including receiving and incorporating input from
the public; 2 project review for local and regional connectivity and design standards; and
(3) providing general guidance and recommendations to the City Manager, City Council,
Planning Commission and City staff regarding non -motorized facilities.
Section 8. Implementation activities by NMTAC will include, but not be limited to,
assisting the City in review and delivery ofproposed non -motorized prject . NA4TAC will
assist the City in soliciting public comment on proposed facility designs and rout and will
provide the public Works and Planning Departments with the input received. At tho time the
City identifies a non -motorized facilities project, NMTAC will encourage neighborhood
residents, facility users and the larger community to become involved in the design process.
Section 9. By September "' of each year, beginning in 2011, NMTAC will present an
annual report to the City Council and City Manager identifying the Committee's 's activities and
updating progress made on implementing the Non -Motorized Transportation Ilan.
Section 10. This resolution supersedes Resolution Nos. 2002-49 and 2005-13.
