RES 2012-02 CITIZENS PARK TASK FORCERESOLUTION NO. 2012-02
A RESOLUTION by the City of Bainbridge Island City Council,
Bainbridge Island, Washington, that authorizes a Citizens Park
Task Force to proceed with the creation of a public park on certain
land owned by the City of Bainbridge Island (the "City") and
Kitsap Transit ("KT"), subject to certain conditions set forth
below.
WHEREAS, applicable law, public policy, the City's Comprehensive Plan, and the
Winslow Master Plan all encourage the development of green spaces and public parks in
Winslow, the urban core of the Island; and
WHEREAS, the Winslow area is currently underserved by parklands according to state
and national standards, and citizens of Bainbridge Island have in the past expressed broad
support for more parklands in Winslow; and
WHEREAS, the City, as tenants in common with KT, owns a parcel of property on the
southwest corner of Winslow Way East and State Route 305 (the "Park Parcel"), which is
currently vacant and unused; and
WHEREAS, the City and KT previously entered into an Interlocal Agreement which
specifically contemplates that the Park Parcel may be used for paths, greenbelts, green -ways and
open space; and
WHEREAS, in 2003, the City funded and adopted the Public Art Master Plan
commissioned by the Public Art Committee of the Bainbridge Island Arts & Humanities
Council, which detailed the preservation of the Park Parcel for public use including the
integration of art; and
WHEREAS, a broad-based informal committee of interested citizens has formed, known
as the Citizens Park Task Force (the "Citizens Task Force"), to advocate for and oversee the
development of the Park Parcel as a public park; and
WHEREAS, the development of a passive park on the Park Parcel will serve the public
need for green space in Winslow, will create a welcoming space for homeward -bound Islanders,
will benefit the business community by creating an attractive gateway amenity for visitors, and
will generally enhance the appearance of this prominent parcel of property on Bainbridge Island;
now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES RESOLVE AS
FOLLOWS:
The City hereby authorizes the Citizens Task Force to proceed with the planned design,
permitting and development of the Park Parcel as a public park; PROVIDED THAT the
following conditions are met:
1. No City funds shall be expended for the design, permitting or construction
of the Park Parcel; all necessary funds shall be raised by the Citizens Task Force from
private donations;
2. The Citizens Task Force will engage in a design process for the Park
Parcel that will solicit broad public input and ideas regarding design, use and appearance
of the proposed park;
3. Following the execution of the public design process, but before any
permit applications are filed, the Citizens Task Force shall bring the proposed design of
the Park Parcel back before the Bainbridge Island City Council and the Kitsap Transit
Board, and both boards shall approve of the proposed design; and
4. Before ground -breaking for the project, the Bainbridge Island City
Council, the Kitsap Transit Board, and the Bainbridge Island Metropolitan Park &
Recreation District Board of Commissioners shall approve one or more Interlocal
Agreements under which the creation of the park is authorized, and the Bainbridge Island
Metropolitan Park & Recreation District agrees to assume full responsibility for all
operation and maintenance of the park following its completion.
