ORD 43-04 JOURNEYMAN PLUMBERS LICENSING & EXAMINATIONORDINANCE NO. ~+ ~Y ORDIdq~CE relating to plumbing; providing for the examination and licensing of journeynan pittubers, and for the licensing, registration and bonding of master ph~nbers, creating an Examining Board for journeyman plmbers, defining offenses and providing penalties for violation hereof. BE IT ORDAINED BY THE COUNTY COPH~ISSION OF THE COUNTY OF KITSAP, WASHINGTON, as follows: Section I. Plumbers' Definitions: PL~I~BD~ - The term "Plumbing" in addition to its ordinary meani~g~ sh~ll be h~ld and construed to mean and ~clude the placing, replacing; installing, constructing or reconstructing of pipes, fittings, fixtures, or other mterials cormectedwith the business of plumbing ~x any b,,~ding or elsewhere intended for the conducting of fluids, water or sewage. ~STI~ PLUMBER - The te~..mq "Master Plumber" in addition to its ordinary meaning, shall be held and construed to mean and include every person, firm or corporation engaging in, or engaged in, the business of f~rnishing, either by contract, subcontract, day labor, or othem~ise, any labor or material or either of them, in the placing, replacing, installing, constructing or reconstructing of pipes, fittings, fixtures, or ether mat~ri'als connected with the business of plumbing in any building, orelsewhere intended for the conducting of fluids, w~ter or sewage. JOURNEYClAN PL~.B~ - The term "Journeyman Plumber" shall be held and construed to me~ and include every person engaging, or engaged in, plumbing as an artisan, or in placing, installing, constructing or reconstructing of pipes, fittings, fix- tures, or other materials connected ~_th the business of plumbing, in any bud]d- ing, or elsewhere intended for the conducting of fluids, water or sewage. SIDE SEW~ - The term "Side Sewer" shall morn that portion of a p~ivate sewer connection which e~ends from the property line to the public sewer. SEction 2. Journeyman Plumber's Certificate of Competency: It shall be unlawful to engage in, or to work as sn artisan at the trade of pltunbing, either as a journeym~m pl~er or as a master plumber working in' the capacity of a journeyman plumber, or to place, replace; install, construct, or reconstruct any pip% fitting, fixture or oth~r haterill connected with the business of pl,~bi_~E in ~m~ buildin] or elsewhere, intended for the conducting of fluids, water or sewage, without having first obtained, and being the authorized holder of.~ a valid and subsisting "journeyman's Certificate of Competency", m~d a w~lid m~d SffOSisting Journeynan Plumber ?s License, obtained according to and in compliance with the provisions of this ordinance. SECTION 3. Exan~ination 'b person shall e~lgage in, or work at the plumbing trade as anartisan, either as journeyman pltm~ber or as a master plumber~ or in or at the placing, replacing, installing, constructing or reconstructing of pipes~ fittings, fixtures, or other materials connected with the business of plumbing, in any building, or elsewhere L~tended for the conducting of fluids, water or sewage, without first making application to the Kxamining Board for Plumbers, heroinafter provided for, and, at such time and place as the Board my designate, subndtting to and passin~ such exard~_~+.icn as to his qualifications and competency as a journeyman plumber as the Board my prescribe. The examination shall be of such character, both practical and theoretical, as to thoroughly test the applicant~s ability and competency as an artisan anal Journeyman pithtuber. A period of sixty (60) days after the effective date of the ordinance shall be allowed within ~ich those at present eng.n~ed i~ such trade shall make such application~ SECTION ~. Chief Plumbing Inspector: A 8hief Plumbing Inspector shall be appointed by the Building Inspector with the approval of the Board of County Co~m~ssionors ~ithin thirty (30) days after this ordinance becomes effective. The Chief Plumbing Inspector shall be a qualified Journeyman Plumber with at least ten years' experience as a journey- man plumber. Section 5. FJamining Board for Plumbers. (As amended). There is hereby created an Examining Board for Plumbers consisting of three (3) m'~mbe',~s, to-wit: The County Health Offdeer, the Chief Plumbing Inspector an.t the Chief of the Division of Sanitation of the Department of Public Health of the Comity of Kmtsap, vfiqo shall act in such capacity ex-officio. The chief of the Division of S~mitabion sha/1 ~ct as secretary of said but snail receive no com'~n-~abi<,n as such. Th~! They shall receive no compensation for their services w~] e acting in such cape. city. Section 6. Duties of the B~,ard~ The examdaI~ing Board for Plt~ers shall,v~Lthin thirty (30) days after this =~r.'l~mnce becomes effective, meet in the County Court House and organize m~d select a chairman and designate the time and place of the first examination on a]] pending applications for Journeymen Plumbers' Certificates of Competency.- Further exam/nation shall be held from time to time, but no applicant shall be compelled to wait .-~ore than sixty (60) days following his application. Samd ~oard shall oxa.~ine each applicant as to his knowledge of pltunbing, house lrainage,' and plumbing ventilation and if satisfied of the competency of such applicant, shall thereunto issue a journeyman Plumber' s Certificate of Ccmpetency to such applic~mt, authorizin,Z h.tn to eng~e in plun~ing as an !~.rtisan, and to place, replace, install, construct or reconstruct, pipes, fittings~ fixtures~ or other materials connected with the business of plumbing, in any building, or elsewhere, intended for the conducting of fluids, water or sewage. The Board shall keep and preserve a record of all persons examined by them and to wh~_n sumh c~rti~icates of c~mpetency have been issued. Section 7. Section 8. The fee for such Journeyman Pl~mber's License shall be two ($2.00) dollars per annum. Licenses shall be issued by the County Commissioners only upon payment of such fees, and, in the case of master plumbers, only upon presentation of the certificate of registration heroinafter provided for; and in the case of plumbers, only upon presentation of a valid and sub- sisring Journeymen Plumber's Certificate of Corapotency, duly issued by the Examining Board for Plumbers as provided in Sections 2 and 3 of this ordinance, SectSon 9. Socbion 10. Urfiawful to Expose t~-lumbing Sign: It shall be unlawful for any person, firm or corporation to expose the sign of "t~lu~ing'' or "Plumber", or a sign containing words of similar import and meaning, unless said person, firm, or corporation be duly licensed and registered as in this ordinance provided. Section 11. .Exceptions for Side Sewer Contractors and 0vmers cr Occupants: The provision of this ordinance shall not apply to the laying of side sewers by Side Sewer Contractors, m~d shall not be .construed to prevent the owner or occupant of any r~sidence or building, or any msx~ber of his family from performing plun~ing work h saI~y residence or building~ or any member of his family, from perforndng plumbing work in or about such residence or building without the certificate of competency and license required by this ordinance. If, however, the work involved is of such a character as to require a permit, said owner or member of this family ~o is to perform such work shall a.(,pear b~fore the Chief Plumbing'Im~pector and show to his satisfaction tha~ he has sufficient knowledge to prcpcrly perform such plumbing work. Section 12. Section 2.
