ORDINANOE NO. 6 OF
THE TOWN 0F WINSLOW, WASH.
Notice is hereby given that the following ordinance was adopted
by the Oouncil of the Town of Winslow at its regular meeting held the 20th
day of January, 1948.
ORDINANCE NO. 6
AN ORDINANCE defining who are disorderly persons and
providing for their pnnishment.
BE IT ORDAINE by the Council of the Town of Winslow:
Section 1. That the following persons are hereby declared to
be disorderly persons:
Am~v person found intoxicated in any public place in the Town
of Winsl ow.
Am~ person fighting or quarreling or encouraging others to fight
in any public place in the Town of Winslow.
~ person who shall resist or interfere with any policeman or
peace officer of said Town, or who shall refuse, when called upon, to
assist him in the discharge of his duty, or who shall aid or assist any
person in the custody of any p~liceman or peace officer to escape from
such custody.
~ person who shall by noisy, riotous or tumultuous conduct
disturb the quiet or peace of said Town, or of any meeting or assemblage
therein.
~ A~ person who shall use, in the presence of any other person,
~ulgar, profane, obscene or indecent langu~e, or who shall conduct himself
or herself in an indecent manner.
Any male person who shall wilfully annoy, bother, molest, insult
or offer an affront to any female person.
~ person fo'~ud wandering or loitering around the streets or
public places of said Town, having no visible business or calling.
_Any person found wandering or loitering around the streets or
public places of said Town at late or unusual hours of the night without
bei~ 8ble to give a good account of himself.
A~ person having no visible means of support who does not seek
employment, or work, when employment is offered to him.
Any person under the age of 21 years found in a tavern or playing
pool or billiards in any public pool or billlard hall in the Town of
Winsl ow.
~ person who practices phrenology, hypnotism, mesmerism,
fortune telling, palmistry, clairvoy~nce, character reading or analysis,
or who claims or pretends to foretell future events by astrology.
_Any person who shall obstruct any sidewalk, street, highway or
alley in said Town of Winslow in any manner.
_Any person who shall wilfully break, impair, injure, or deface
any building, fence, a~mtng, window, sign, signboard, tree, shrub, or any
other thing of value, being the oroperty of another.
Am~V person who, for the purpose of annoyance or mischief, shall
place in any doorway or on any sidewalk, street or alley in said Town,
box, barrel, cask or other thing, or who shall remove, interfere ~ith,
carry away or destroy the property of another, or who shall tear down,
destroy or mutilate any notice or hand bill lawfully posted up in said Town.
Any person in said Town except police officers and other persons
who are authorized by law or have obtained proper authority so to do, who
shall carry or wear in any manner concealed upon his or her person, any
dirk, dagger, stilletto, bowie knife, sword-cane, gun, pietol, revolver,
slingsshot, metal knuckles, or any other dangerous weapon or instrument
which may be used to inflict injury upon the person of another, ,,~1 ess
such person has a permit to do so from the Town Marshal spproved by the
Town Council of the Town of Winslow.
Am~ person, except the police officers of said Town engaged in
the lawful discharge of their duty, and persons practicing at target shoot-
ing in a duly licensed shooting gallery, or range, who shall fire off
or discharge any bomb, gun, pistol or firearm of any kind within the Town
limits.
Any person who shall wilfully use force or violence on the person
of another.
Any person who shall place any object not securely fastened uspon
any window sill or other out side portion of a building in such a position
as to be s~bove or near to a street or sidewalk, or who shall permit any
such object to remain in such position upon any such buildi~ or .Dart of
building of which he shall be in possession.
Any person who, with intent to deprive or defraud the owner
thereof, shall take, steal or carry away the property of another, the
same being of the value of twenty-five dollars or less.
Any person who shall solicit alms in said Town.
Any person who shall practice or solicit prostitution, or keep a
house of prostitution.
Any person in said Town, who shall cohsbit with another, not the
husban~ or wife of such person, _~_~d any person who sbmll be guilty of open
or gross lewdness or who shall make any open and indecent or obscene ex-
posure of his or her person or the person of another.
Any ~rale person in said Town who shall live in whole or in part
upon the earnings of a com.~non prostitute.
Any person who lives, works or who is found in a house of prostitu-
tion, or who associates with or solicits for any prostitute or house of
prostitution.
Any person in said Town who is found associating with drunken
men in such a manner as tc create a reasorm.ble suspicion that his or her
purpose is theft or robbery.
Any person or persons in said Town engaged in buncoing or in
the operation of a swindling game or device for the purpose of swindling
or defraudin~ others.
~ person or persons who shall ca.use to be performed or exhibited,
or who shall engage in the performance or exhibition of an obscene, indecent,
or immoral show, act or performance in said Town.
~mY person who shall o.~en, conduct, or maintain, as owner or
employee, any place in said Town where opium, morphine, alkaloid, cocaine,
or alpha or beta euc~ine, or any derivative, mixture or preparation of an~V
of them, ~bmll be in any manner used by persons resorting thereto for the
purpose;. and every person who shall visit or resort to ~uch place for the
purpose of using in shy manner any of mid drugs.
~ person who is an habitual user of opium, morphine, alkaloid,
cocaine, or alpha or beta eucaine, or any derivative mixture or prepara-
tion of any of them.
A~y person who shall go from place to place or from house to
house within the Town of Winslow for the purpose of selling or offering for
sale merchandise, without first having obtained a peddler's license.
Section 2. A,~y person upon conviction of being a disorderly per-
son as provided herein shall be punished by a fine of not to exceed Three
Run,tired Dollars ($300.00) or by i~prisonment in the Town Jail or County
Jail, ~or a period not to exceed ninety (90) days, or both, in the discre-
tion of the 0ourt.
Section 3. That this ordinance is necessary for the public safer y
and convenience of the inhabitants of the Town of Winslow, and shall take
effect immediately.
