AN ORDINANCE OF THE CITY OF WINSLOW AMENDING ORDINANCE
NO. 78-18, RELATING TO PARKI~]G VIOLATIONS, RESTRICTIONS
AND REQUIREMENTS, AND SETTING FORTH ADDITIONAL DEFINITIONS
UNDER SECTION 1. THEREOF.
THE CITY COUNCIL OF THE CITY OF WINSLOW DO ORDAIN AS FOLLOWS:
That Section 1. Definitions, of Ordinance No. 78-18 is
hereby deemed amended to read as follows:
1. Definitions. The following definitions shall be applicable
to the provisions of this ordinance:
a. "Back-In Only" shall mean all vehicles must park backed in
any area designated as a back-in only parking area.
b. "Loading Zone" shall mean any zone designated specifically
for the loading and unloading of passengers from a motor vehicle.
c. "Illegal Parking" shall mean the parking of any vehicle in
an area or along the street where no parking at any time is permitted.
d ·
"Impeding Traffic" shall mean the Darking of a motor vehicle
in such a manner as to oblistruct or stop the passage of other vehicles.
e. "Improper Parking" shall mean the Darking of a vehicle in an
area or space where parking is permitted, in such a manner as to
obstruct the passage of other vehicles or pedestrians, or the parking
of a vehicle in an area where parking places are designated by lines or
marks in such a manner that said vehicle is across any such line or
mark, or is not within the area so designated by such lines or markings.
f. "No Parking Zone" shall mean a zone designated so as to permit
no parking of any motor vehicle at any time, or at specified times.
g. "Restricted Commuter" shall mean that no vehicle may be allowed
to park in an area that is designated as "Restricted Commuter" before
9:00 a.m. without a properly displayed and valid car pool permit.

"Restricted 4:30 - 6:00 p.m." shall mean that no vehicles shall
park in such an area designated as such after 4:30 p.m. or before 6:00 p.m.
i. "Restricted 6:00 - 9:00 a.m." shall mean that no vehicles shall
be allowed to park in a designated area after 6:00 a.m. or before 9:00 p.m.
j. "Wrong Side" shall mean the parking of any vehicle in a designated
or undersignated parking space on the side of a street with the vehicle
facing on-coming traffic.
k. "Overtime" shall mean parking on a street for a longer
period of time than the limit that is signed posted or in any
space where there is located a parking box. Such vehicle shall
be considered as parked overtime in violation of this ordinance,
however, oarking spaces may be used without respect to operation
or time limit posting on Sundays and all legal Holidays.
1. "Repeated. Overtime" shall mean each subsequent period of time,
as sign posted, laDsing following affixation to a vehicle of a parking
notice of overtime parking shall constitute a further violation.
m. "Parking Longer Than Time Limit" shall mean it will be unlawful
for any person to park a vehicle in any such parking space for a
consecutive period of time longer than that limited period of time
for which parking is lawfully permitted in the oarking space indicated
in the legend on the sign post, irrespective of the number or amounts
of the coins deposited in such box.
n. "Other Parking Restrictions" must be observed shall mean the
provisions as adopted by the City of Winslow shall not relieve any
person from the duty to observe other and or more restrictive provisions
of this ordinance prohibiting or limiting the stopping, standing, or
parking of vehicles in specified places or at specified places or at
specified times.
o. "Illegal Use" shall mean it will be unlawful for any person
to deposit or cause to be deposited in any parking box any slug, button
or any other device or substance as substitutes for coins of the
United States.
p. "Deposit of Coins and Time Limit" shall mean NO person shall
park a vehicle in any parking space on a street, (alongside of and/or
next to)which a parking box has been installed during the restricted
and regulated time applicable to the parking box unless a coin or
coins of United States currency of the aDpropriate denomination as
indicated on the box shall have been deposited therein.
No person shall permit a vehicle within his control to be parked
in any parking space during the restricted and regulated time
applicable to that space while the parking regulation for such
space indicates that the lawful parking time in such space has
expired.
All other provisions of Ordinance 78-18 shall remain in
full force and effect.
This Ordinance shall become effective five (5) days after
its posting or publication in the manner provided by law.
PASSED by the City Council o f the City o f Winslow, Washington,
